The starting rate of pay is $24.60 (min) to $30.75 (mid) per hour.

Requirements

General Definition of Work

Performs a variety of routine to complex administrative and technical support duties related to planning, zoning, and the issuance of building, plumbing, and mechanical permits, and in support of related services and activities of the Community Development Department; explains ordinances, requirements, Town codes, and departmental procedures to contractors, architects, engineers, developers, business owners, and the general public pertaining to land development, improvement, permits, inspections, and related processes; and performs related work as required. Work is performed under the moderate supervision of the Building Official.

Primary Assignment: Development Technicians are assigned a primary functional focus in either Planning or Codes/Permits, based on departmental needs. All Development Technicians are cross trained to provide counter coverage, technical assistance, and administrative support across Community Development functions to ensure continuity of service.

Essential Functions

Codes/Permits Emphasis:

  • Processes building, plumbing, mechanical, and related permits in coordination with the Building Official and Codes staff.
  • Supports contractor licensing, inspection scheduling, and inspection tracking activities.
  • Serves as a primary point of contact for high-volume permit and inspection inquiries.
  • Maintains permit, inspection, and code enforcement records in applicable software systems.
  • Supports compliance with adopted building and construction codes through accurate permit processing and documentation.

 

Core Duties:

  • Provides appropriate information regarding zoning, subdivision plans, building ordinances, procedures, and requirements to the public including homeowners, developers, contractors, engineers, and architects, in person, over the counter, and by telephone.
  • Assists the public with the application process for building, land use, planning, and engineering permits and related development processes.
  • Conducts data entry for permits, inspections, approvals, and related records.
  • Reviews applications, plans, specifications, and supporting documents for completeness and compliance with established Town requirements.
  • Verifies and calculates permit and plan review fees; prepares bills, collects fees, issues receipts, and maintains accurate financial records related to applications and permits.
  • Responds to citizen requests and complaints related to Community Development services.
  • Performs administrative duties directly related to permits, planning cases, inspections, and board processes, including correspondence, filing, document assembly, and records management.
  • Acts as a back-up to other administrative support staff.


Departmental & Support Functions:

  • Provides technical support for special events and special promotions programs.
  • Assists with compiling, posting, and distributing agendas and meeting packets.
  • Assists in preparing PowerPoint presentations and other visual materials for meetings and workshops.
  • Provides cross-coverage for Planning and Codes functions to ensure continuity of service.

 

Knowledge, Skills, and Abilities

Ability to exercise independent judgment within established ordinances, policies, and procedures; ability to manage competing priorities in a high-volume, public-facing environment.Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors and Town staff.Thorough knowledge of standard office practices, procedures, equipment and office assistance techniques; thorough knowledge of business English, spelling and arithmetic; thorough knowledge of department programs and policies; thorough knowledge of standard computer software and hardware; general skill working with a multi-line phone system; thorough skill operating standard computer and peripheral equipment; ability to manage time and work within time constraints; ability to type accurately at a reasonable rate of speed; ability to operate standard office, word processing and data entry equipment; proficient in Microsoft Office software; ability to follow oral and written instructions; ability to communicate effectively in oral form; ability to make arithmetic computations using whole numbers, fractions and decimals; ability to establish and maintain effective working relationships with citizens, town staff, elected officials, contractors, developers, architects, professional and other organizations, and the general public.

Education and Experience

High school diploma or GED and three (3) to five (5) years experience working as an administrative assistant or permit technician in a municipal government, providing and assessing permit applications, or equivalent combination of education and experience. Bachelor degree or substantial experience as a development related technician in a municipal government is preferred. Experience in permit processing, planning, zoning, or code administration in a municipal government environment preferred.

 

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions, frequently requires sitting and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, operating machines and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Must be a Tennessee Notary Public within six (6) months of hire.

ICC Permit Technician certification within one (1) year of hire.
