Job Summary:

This position is responsible for planning, coordinating, and directing crews engaged in refuse collection, recycling, marketing, and disposal activities in the Solid Waste Collection Division of the Public Works Department. The employee serves as a Public Works leadership team member responsible for building and sustaining positive working relationships with all team members and leading and championing continuous improvement initiatives. The work is performed under the general direction of the Assistant Public Works Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Leadership

Management

  • Effectively manages assignments and priorities to ensure the fulfillment of projects, tasks, and responsibilities
  • Follows suggested procedures to ensure the highest standards of risk management, employee safety, and risk avoidance
  • Manages the work of the Solid Waste Supervisors
  • Directs operations and maintenance of all Solid Waste functions
  • Plans and manages method of operation
  • Coordinates data for budget preparation and operational reports; presents the needs of the Solid Waste Division to Administration during budget preparation
  • Manages personnel responsibilities to include hiring, development of training plans for staff, developing performance plans, and administering the appropriate tools for coaching, corrective action, and disciplinary action as needed to ensure positive and high morale among staff
  • Oversees the Solid Waste Supervisors when hiring, evaluating, and disciplining employees assigned to the Solid Waste Collection Division to ensure compliance and practical results are attained
  • Prepares division annual budget and establishes or revises solid waste rules and regulations

Technical

  • Checks the progress of work and resolves problems or complaints
  • Analyzes and evaluates operation and maintenance functions as well as collection and operational data
  • Develops plans and procedures for efficient operations and provide input for future requirements
  • Recommends specifications for major equipment and materials purchased
  • Monitors, maintains, and analyzes the Division’s ordinances, fees, and rates using statistical and cost accounting systems and recommends changes in writing as needed
  • Serves as a Technical Management Committee Member for Pinellas County Solid Waste
  • Responsible for the Solid Waste Division's promotion, publicity, and public education activities, coordinating with the City's Communications and Marketing personnel
  • Works with the Sustainability & Resilience Administrator to provide continuous analysis and upgrade of the City's recycling program to maintain effective services and achieve State mandated waste reduction goals
  • Participates in the Public Works Emergency Preparedness team to ensure the Department is adequately prepared to respond and recover from unplanned emergencies
  • Inputs, updates, accesses, and retrieves routing and RFID data and transfers data to mobile devices/computers
  • Monitors expansion of the City boundaries through the annexation process and ensures timely delivery of Solid Waste services to newly annexed areas
  • Attends City Commission and Advisory Board meetings as necessary
  • Prepares City Commission agenda items for regular meetings and work sessions for the Department
  • Provides technology training and equipment management, including routing software and RFID software, and related equipment
  • Ensures compliance with the City's purchasing policy and assists in a competitive bid and request for proposal (RFP) process, contract review, and award
  • Reads working diagrams, sketches, and simple blueprints; reviews site plans for container enclosure placement and design and conducts site inspections to ensure City Design Standards are met
  • Attends the Design Review Committee meetings
  • Resolves citizen and customer complaints

EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.

MINIMUM QUALIFICATIONS

Education and Experience:

  • Bachelor’s Degree in Engineering, Environmental Sciences, Public Administration, or closely related field and seven (7) years experience in work relating to solid waste collection and solid waste operations, three (3) years at a supervisory level; or an equivalent combination of training and experience
  • Solid Waste Association of North America (SWANA), Managing Municipal Solid Waste Collection System Certification required within one year of hire date
  • Valid Driver's License

Knowledge, Skills, and Abilities: 

  • Considerable knowledge of modern principles, practices, and techniques of solid waste collection and disposal
  • Knowledge of current developments and laws in the field of solid waste collection and disposal
  • Ability to plan, schedule, and manage the work of Solid Waste Supervisors for them to supervise the solid waste collection and recycling crews successfully
  • Ability to establish and maintain records and prepare operating reports
  • Ability to express oneself professionally, clearly, and concisely, both orally and in written form
  • Ability to establish and maintain effective work relationships with government officials, supervisors, employees, vendors, and the public

WORK ENVIRONMENT & PHYSICAL REQUIREMENTS

Work Environment: 60% inside a climate-controlled building; 40% outside, including driving.

Physical Requirements: The essential functions of the job require sitting approximately six (6) hours per day, standing approximately one (1) hour per day, and walking approximately one (1) hour per day. The work requires frequent: repetitive motions. The position requires occasional: bending/stooping, fine manipulations, and reaching. Rarely, the work requires: climbing, grasping, kneeling, pushing, light lifting/carrying objects weighing 15 pounds and under, moderate lifting/carrying objects weighing 15 to 44 pounds, and heavy lifting objects weighing 45 pounds and over.

Sensory Requirements: Hearing: Ability to understand what others are saying in normal conversation in person and on the telephone, ability to detect specific noises, and proper equipment operation. Speaking: Ability to communicate orally with others in person, on the phone, and while giving formal presentations to groups. Seeing: Ability to see and read computer monitor screens, operate a vehicle, and read fine print (such as blueprints).

Driving Requirements:  Requires frequent driving and possession of a valid Florida Driver's License.

Technology: The work requires the ability to operate telephones, smartphones, tablets, photocopiers, printers, desktop and laptop computers, calculators, and all associated software.  The work also requires proficiency with computer hardware and software programs, including word, spreadsheet, and database applications, internet applications, GPS, and database management.
