Duties

The CIO will oversee and enforce applicable federal laws, regulations, and statutes that address information systems, their management, acquisition, and support. Specific duties are as follows: Leads the fiduciary decisions that drive the IT investment review process and assuming responsibility over the entire Bureau of Industry and Security enterprise; Initiates collaborative working sessions with the CFO/DOA to ensure IT portfolio analysis is an integral part of the Bureau of Industry and Security's yearly budget process; Directs the composition and execution of the enterprise architecture for system development, enhancements and maintenance of export licensing and enforcement IT systems by fostering line-of-sight between project teams and senior executives; improving the overall management of IT projects by identifying, recruiting, and hiring top IT program management talent; Accountability for the performance of IT program managers based on their governance processes and the project DOC IT Dashboard which oversees all major project across the department to ensure that project criteria, progress and risk are executed in accordance with OMB guidelines outlined in Executive Order M-16; Directs the activities that support the Presidential initiative to have a single licensing system (DoD USXPORTS system) by ensuring the successful system development and enhancements, completion of system interfaces, and testing of the Data Schema portion to support bi-directional data transfers. The incumbent is the BIS representative leading the working sessions with the Bureau of Industry and Security, the Department of Defense, the Department of Energy and the State Department on export licensing systems design, development, and implementation. Leads efforts for eliminating duplication and rationalizing Bureau of Industry and Security investments that are duplicative and sub-scale, including services such as: IT infrastructure (data centers, networks, desktop computers and mobile devices); enterprise IT systems (e-mail, collaboration tools, identity and access management, security, and web infrastructure); and business systems (finance, human resources, and other administrative functions); and Implements, and is accountable for, the high-priority Bureau of Industry and Security program that proactively protects the security of BIS' infrastructure and data - ensuring an exceptionally high level of security to protect all data, especially licensing and law enforcement information collected by the Bureau of Industry and Security that is deemed confidential by law.

Requirements

Must be a U.S. citizen or national. May be subject to pre-employment and random drug tests. Initial Senior Executive Service (SES) career appointees are subject to a one-year probationary period. Complete a Declaration for Federal Employment to determine your suitability for Federal employment at the time requested by the agency. Qualifications

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. Demonstrated executive-level experience in providing guidance and counsel on Information Technology (IT) to top-level executive management of a large, complex organization, aligning IT program management activities with mission priorities, and leading an IT workforce to deliver on those mission priorities. Demonstrated experience in using IT to improve the efficiency and effectiveness of mission execution at the enterprise level, including the ability to re-engineer business processes and resolve difficult problems. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position. ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People -This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM-approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders. Individuals selected for SES positions may be subject to reassignment across geographical, organizational, and functional lines and may be required to sign a Reassignment Rights and Obligation Agreement.
