Job Summary
The Policy and Planning Project Manager is responsible for leading complex strategic projects that support the implementation and continuous improvement of early learning and child care initiatives across Halton Region. This role requires a dynamic systems thinker with strong project management expertise, exceptional communication skills, and an innovative and collaborative mindset to drive strategic cross-functional projects and policy development. The Policy and Planning Project Manager reports to the Supervisor of Policy and Planning, leading projects initiated by various members of the leadership team in Children’s Services.
Duties & Responsibilities
- Lead and manage complex projects related to early learning and child care system planning, through the initiation, monitoring, implementation and closure phases.
- Collect and analyze data from early years and child care programs to support effective oversight and service system planning.
- Ensure alignment of projects with provincial and regional priorities, including the Region’s Strategic Business plan and Early Learning and Child Care plan.
- Apply project management concepts to define opportunities, measure performance, map and analyze processes to determine root causes and recommend solutions.
- Apply a continuous improvement lens to all projects and processes, identifying opportunities for innovation and efficiency.
- Develop, evaluate, and implement policies and strategies that enhance service delivery and system outcomes.
- Liaise with other municipalities, provincial ministries, and sector partners to conduct cross-jurisdictional research and share best practices.
- Facilitate collaboration across the division and Region, external agencies, and various levels of leadership to ensure inclusive and informed decision-making.
- Use data analytics and business intelligence to measure success, monitor progress and report on project success.
- Prepare high-quality reports, briefing notes, presentations, policy documents and project management documents for senior leadership and Council.
Skills & Qualifications
- Post-secondary degree in Public Administration, Human Services or a related field.
- Minimum 5 years of progressive experience in project management, policy development, or system planning within human, municipal, or government services.
- Demonstrated experience applying project management methodologies.
- Demonstrated experience applying system thinking methodologies.
- Strong group facilitation and stakeholder engagement skills across diverse teams and organizational levels.
- Proven ability to conduct jurisdictional scans and synthesize complex research into actionable insights.
- Exceptional written and verbal communication skills, with a focus on clarity, impact, and strategic alignment.
- Dedication to providing excellent customer service to service providers.
- Demonstrated active listening skills, and ability to resolve conflicts, using tact and diplomacy.
- Innovative thinking, initiative, and a self-starting attitude.
- Excellent interpersonal, time management and organizational skills.
- Commitment to fostering diversity, equity, and inclusion by consistently seeking personal growth, leading by example with inclusive actions, and taking proactive steps to counter bias.
- Advanced knowledge and proficiency in Microsoft Office Suite, including Excel.

- Project Management Certification or equivalent project management certification.
- Experience in municipal or provincial government settings.
- Knowledge of Ontario’s early learning and child care system and related legislation.
An equivalent combination of education and experience will be considered.

Working Conditions
- This position is eligible for our Hybrid Work Program. Through the Hybrid Work Program, new or existing employees who start a new role with the Region may be required to work onsite for the probationary period of that role before becoming eligible for hybrid work.
- Travel will be required between locations within Halton Region. Incumbent must supply own transportation and have a valid Ontario driver’s license.
- Flexibility in work schedule is required as evening work will be required.
- The incumbent may be required to fulfill roles and responsibilities outlined in the Halton Region Emergency Social Services plan. Roles and responsibilities may include coordinating an emergency social services response and on-call duties. Additional hours and shift work may be required to fulfill these functions.
