POSITION SUMMARY:

An employee in this position performs technical and managerial work planning, organizing, and directing the operations, maintenance, and laboratory analysis for regional wastewater treatment plans and associated wastewater programs.  This includes:  complying with state and federal laws and regulations; supervising assigned employees; planning and assigning work; inspecting operations; observing and analyzing laboratory results; managing biosolid disposal and land application programs; administering HRW Fats, Oils, and Greases (FOG) program; researching and recommending short- and long-range plans; and budgeting.

Position Duties

ESSENTIAL FUNCTIONS OF THE POSITION:
            

  • Plans, organizes, and directs the work of employees engaged in plant operations and process control, industrial pretreatment, laboratory analysis, and preventive maintenance and repair of plant equipment and facilities in multiple wastewater treatment plan.        
  • Motivates, coaches, and reviews the performance of employees; ensures proper training and certification of assigned personnel; recommends and participates in disciplinary actions; and participates and recommends in the hiring process.
  • Oversees land application of biosolids and related sludge disposal programs.
  • Participates as a member of the management team in planning for current and future capacity needs and plant modifications for increased efficiency or regulatory compliance; participates in permitting, plan review; and participates in monitoring plant construction for adherence to plans and specifications and operational and maintenance needs.
  • Provides supervision and instruction of Treatment Plant Supervisors (Regional Facilities >5.0 MGD), ensures compliance of laboratory, pretreatment, and maintenance functions; ensures that the County meets its permitted discharge levels; reviews laboratory reports for operational performance of the plant; and oversees changes in the chemical and biological processes of the plant.
  • Must be able to drive and operate a vehicle to travel as needed.
  • Researches and recommends strategies for meeting new regulatory requirements.
  • Manages and recommends provisions of the County's sewer use ordinance; oversees the collections of industrial samples and the issuance of industrial permits; supervises and participates in on-site inspections and enforcement of industrial permits; and participates in establishing effective working relationships with industries in pretreatment program.
  • Manages the County’s FOG, Odor Control, and Septage Receiving programs.
  • Establishes, maintains, and analyzes a variety of reports as required and as needed for effective management decision-making.
  • Supervises laboratory operations; ensures state annual re-certification.
  • Prepares the Wastewater Treatment Division Budget; requisitions supplies, chemicals, equipment, and other resources.
  • Performs proper preventive maintenance on plant equipment and facilities; participates in trouble-shooting equipment repair needs; and recommends in-house repair measures of contracted repairs.
  • Performs other related duties as assigned.

Minimum Qualifications

MINIMUM REQUIREMENTS TO PERFORM WORK: 

  • Bachelor’s degree;
  • Two (2) years of related work experience;
  • Or equivalent education and/or experience. 
  • Possession of a NC Biological Operation: Grade IV Certification.
  • Possession of a NC Lange Application Certification.
 
KNOWLEDGE, SKILLS, and ABILITIES: 

  • Knowledge of OSHA and related safety laws applicable to wastewater treatment.
  • Knowledge of wastewater treatment process.
  • Knowledge of lab equipment testing.
  • Knowledge of budgeting and purchasing.
  • Knowledge of County policies and procedures.
  • Knowledge of FOG inspecting and reporting requirements.
  • Knowledge of management principles.
  • Knowledge of laws and regulations relating to wastewater treatment.

Other Qualifications

PHYSICAL DEMANDS:

Must be able to perform medium work frequently exerting up to 30 pounds of force to lift, carry, push, pull, or otherwise move objects; and occasionally requiring to exert up to 50 pounds of force to move objects.  This work also involves the physical abilities of balancing, feeling, grasping, handling, perceiving sounds at normal speaking levels, discriminating among sounds, having manual dexterity, using mental acuity, reaching, 
speaking, standing, stooping, expressing ideas by the spoken word, and walking.  An incumbent must also possess the visual acuity to analyze data, work with color or depth perception, determine accuracy or make observations, operate plant equipment and computers, and to conduct inspections.

WORK ENVIRONMENT:
            
The employee is occasionally subject to the hazards associated with working around raw wastewater. The employee is also subject to the final OSHA standards on bloodborne pathogens in coming in contact with raw wastewater.
