As the Division Director of Residential Services, you will provide strategic leadership and oversight of all Short-Term Residential Therapeutic Programs (STRTPs). This position ensures that programs comply with the California Department of Social Services (CDSS) Interim Licensing Standards and the Department of Health Care Services (DHCS) mental health regulations, as well as organizational policies, Medi-Cal documentation standards, and industry best practices.
The Division Director is responsible for ensuring that Seneca’s STRTP programs deliver high-quality, trauma-informed, and culturally responsive services to youth and families. The role includes oversight of program compliance, quality assurance, clinical coordination, staffing structures, safety, and sustainability.

Responsibilities:
- In collaboration with program leaders, ensure all STRTP programs maintain full compliance with California Department of Social Services (CDSS) Interim Licensing Standards (ILS) and Department of Health Care Services (DHCS) regulations for Medi-Cal certification and mental health service delivery.
- Monitor and support program directors in preparing for CDSS licensing inspections, DHCS audits, Medi-Cal reviews, and accreditation visits.
- Stay current with regulatory updates and disseminate changes to program leadership and staff, revising procedures as needed.
- Oversee quality assurance processes to ensure fidelity to treatment models, accuracy of documentation, and data-driven decision making.
- Supervise and support Program Directors, STRTP Administrators, and clinical leaders to ensure consistent implementation of policies and regulatory standards.
- Conduct regular audits of facilities, staff files, and youth records to identify and correct compliance gaps.
- May occasionally work evening and weekend hours as needed.
- Participate in state and county workgroups, associations, and regulatory meetings to represent agency interests and stay informed of policy developments.
- Promote alignment between agency mission, program practice, and regulatory mandates.
- All other duties as assigned by supervisor and agency leadership.
Qualifications:
- Eligible for STRTP Administrator certification per STRTP Interim Licensing Standards by meeting the following qualifications:
- Master’s degree in a behavioral science from an accredited college or university
- Two years of employment in a direct service capacity, in an agency serving children or in a residential congregate care program for children.
- Registered with California BBS: ASW, AMFT, APCC, or full licensed
- TB test clearance, fingerprinting clearance, and any other state/federal licensing or certification requirements.
- Valid driver's license, clean driving record, and insurability through Seneca’s insurance policy.
Skills of an Ideal Candidate
- Prior demonstrated record of providing effective supervision and leadership of diverse program teams.
- Strong organizational and project management skills; ability to manage complex tasks in a timely manner.
- Knowledge of evidence-based and best practices in youth crisis intervention, trauma-informed care, and safety planning.
- Effective facilitation, coaching, and presentation skills; ability to build collaborative relationships across teams.
Schedule
- Hybrid; Monday - Friday 9am- 5:30pm
- Occasional travel required to residential program sites located in Sacramento, Oakland, San Jose, and Salinas.

- Starting at $129,652 - $143,652 per year
- Actual salary is dependent on creditable experience above the minimum qualifications for the role
