Primary Purpose: 

Direct, coordinate and monitor the district’s all multilingual services including Bilingual/ESL programs. Work with PreK to 12 principals, teachers, para-professionals, and other school administrators to create a culture of belonging and academic excellence. 

Qualifications: 

Education/Certification: 

  • Bachelor’s degree in education
  • Master’s degree preferred 
  • Bilingual English/Spanish preferred

Special Knowledge/Skills: 

  • Knowledge and understanding of Chapter 89 compliance 
  • Knowledge of Bilingual and ESL program models
  • Knowledge of Dual Language Framework of Texas
  • Knowledge of curriculum design and implementation  
  • Strong organizational, communication, and interpersonal skills 
  • Ability to evaluate instructional programs and teaching effectiveness 
  • Ability to develop and deliver training to adult learners 

Experience: 

At least three years of teaching and progressively responsible experiences in educational settings. Prefer specialized training in bilingual education and experience working with Emergent Bilingual (EB)  learners.  

 

Essential Job Functions: 

  • Serve as Principal for a Manor ISD elementary campus for up to a semester before transitioning to the Director position. 
  • Implement and refine procedures for identifying emergent  bilingual students districtwide, ensuring accurate assessment and equitable placement.
  • Lead continuous improvement of bilingual and ESL curriculum to promote academic excellence and student success.
  • Support teachers in delivering high-quality, differentiated instruction through curriculum enhancement, acceleration, and targeted interventions.
  • Design and facilitate professional learning experiences that elevate instructional practices and promote innovative, research-based approaches for multilingual learners.
  • Evaluate bilingual and ESL programs regularly, using data to drive instructional improvement and ensure compliance with state and federal requirements.
  • Provide high-quality instructional resources, coaching, and materials that empower teachers to meet diverse student needs.
  • Collaborate with administrators, teachers, counselors, parents, and community partners to foster a culture of academic growth and inclusion for Emergent Bilingual students.
  • Lead family engagement initiatives and parent advisory meetings that strengthen school–home partnerships and student achievement.
  • Administer and monitor bilingual, ESL, and Title III budgets to maximize program effectiveness and resource efficiency.
  • Seek and manage additional funding sources through grant writing and strategic partnerships that expand multilingual opportunities.
  • Lead the recruitment, training, and certification support for bilingual and ESL educators to build and sustain a highly skilled workforce.
  • Select, train, and mentor campus LPAC Coordinators and Administrators to ensure consistent and compliant program implementation.
  • Oversee LPAC processes, including identification, placement, progress monitoring, and exiting of EBs, ensuring data integrity and timely reporting.
  • Collaborate with PEIMS and campus staff to maintain accurate student coding, documentation, and accountability.
  • Conduct program and compliance audits to ensure continuous quality improvement across all campuses.
  • Manage Title III and bilingual compliance reports, applications, and related state and federal submissions.
  • Oversee assessment systems and testing processes, including OLPT, norm-referenced assessments, and TELPAS, ensuring appropriate accommodations and fidelity to testing protocols.
  • Support classroom instruction by monitoring program model implementation and coaching for best practices in bilingual and ESL education.
    Lead and expand Newcomer programs at secondary campuses to ensure successful academic transitions for recent arrivals.
  • Coordinate EB summer school programs that accelerate language acquisition and academic readiness.
  • Continuously analyze enrollment and performance data to inform instructional planning and program effectiveness.
  • Demonstrates principles of the Manor ISD People Experience
  • Other duties as assigned.

 

Supervisory Responsibilities: 

Dual language instructional coaches and functional supervision over district Bilingual/ESL teachers
