Role Description
The Payroll Manager oversees all aspects of the payroll department, ensuring compliance with company policies and applicable laws. This role involves developing, implementing, and interpreting payroll policies, leading the entire payroll team, and managing operations for timely and accurate payroll delivery. The Payroll Manager analyzes issues, determines and implements improvements, and maintains payroll records while addressing and resolving inquiries from employees and management. Collaboration with Finance and HR is essential for account reconciliation and a seamless payroll experience across all locations.
Required Skills/Abilities:
- Oversee the payroll team, including interviewing, selecting, and training staff, directing their work and assignments, conducting performance appraisals and otherwise managing performance, and handling discipline issues as necessary, all with the guidance from Human Resources as appropriate
- Lead the payroll team to ensure timely and accurate payroll processing while monitoring department performance and implementing efficiency improvements.
- Develop, update, interpret, provide guidance on, and implement payroll policies to ensure compliance with laws and company procedures for employees and management.
- Analyze payroll issues, make independent decisions, and determine and implement improvements based on findings.
- Respond to inquiries from management and employees related to payroll processes and collaborate with the Finance and HR Departments to reconcile payroll-related accounts and address discrepancies.
- Investigate and resolve payroll complaints in a timely manner, documenting complaints and resolutions for transparency and compliance.
- Efficiently and accurately collect, consolidate, and review data for payroll processing, including processing adjustments or reissuing pay when necessary.
- Accurately calculate and issue final pay within the applicable timeframe, maintaining correct deductions and authorizations for each employee.
- Review Payroll Status Change Forms, update them for each payroll process, and set up and monitor employee garnishment and child support withholding orders.
- Manage housing settlements for select locations, including selecting housing vendors, negotiating housing rates, entering into lease agreements, assigning housing to employees, and otherwise managing and ensuring timely payment for company-provided housing.
- Establish and maintain confidential payroll files in accordance with state and federal regulations while preparing and maintaining accurate payroll reports.
- Perform regular payroll audits, determine and implement corrections where needed based on audit findings, and work closely with management at all locations to ensure compliance with company policies.
- Oversee cross-functional projects related to payroll system upgrades and implementations
- Manage year-end tax reconciliation, various audits, and reporting.
Experience/Education:
- High School Diploma or GED preferred.
- Minimum of 2 years previous payroll experience.
- Proficient in Microsoft Office Suite and Adobe platforms.
- Knowledge of HRIS systems.

Working Environment
Work is performed in an office setting with ability to speak and receive phone communications often. Work requires computer usage with strength, dexterity, coordination and visual acuity to use keyboard and video display terminal and other office equipment. In an office setting, will have continuous sitting with the ocassional standing,walking, reaching at/above/below shoulders. Have the ability to lift/carry up to 25 pounds at or below waist, chest level, and above the shoulders, and occasionally up to 40 pounds with assistance above the shoulder. .
