JOB DESCRIPTION


The Recruitment Manager is responsible for leading the organization’s full-cycle recruitment, onboarding and new hire engagement strategies. Reporting to the HR Director, this role owns and drives agency-wide recruitment efforts, including talent acquisition planning, pipeline development, hiring processes, and onboarding. The manager also designs and implements new hire engagement initiatives to ensure the organization attracts, develops, and retains a strong and mission-aligned workforce.



JOB COMPLEXITY

  • Lead all aspects of the PrimeTime and Agency recruitment function, including strategy, operations, systems, and metrics.

  • Track recruitment PrimeTime and Agency KPIs (e.g., time-to-fill, source of hire, diversity metrics) and adjust strategies based on outcomes.

  • Build and maintain partnerships with community colleges, workforce boards, nonprofits, and training providers to cultivate diverse talent pipelines.

  • Design and lead PrimeTime and agency-wide employee new hire onboarding and engagement strategies, including surveys, feedback mechanisms, and focus groups.

  • Manage PrimeTime and Agency recruitment staff, contractors, or interns.

  • Oversees the PrimeTime hiring staff.


MINIMUM COMPETENCIES

  • Bachelor’s degree in Human Resources, Workforce Development, Organizational Development, or related field is required.

  • 5+ years of experience in recruitment  at a management level is required.

  • Must have a track record of metric driven performance.

  • Demonstrated experience leading organization-wide recruitment functions.  High volume recruitment experience is required.

  • Strong skills in project management, data analysis, equity-focused practices, and staff development.

  • Excellent communication, facilitation, and relationship-building skills.

  • Excellent working knowledge of Word, Excel, PowerPoint and Google Apps for Business.

  • Proficient in Google Workspace, including Gmail & Drive

  • Valid CA driver’s license and access to a reliable vehicle with active insurance.

  • Non-profit experience is preferred


COMPENSATION

  • Starting Range: $71,000 - $86,400 annually

  • Full Time benefits include medical, dental, vision, life, and critical illness insurance, a 403b retirement plan plus match, and Vacation & Sick time. In addition, we offer hands-on training, virtual courses, and live presentations for personal and professional development.
