Zepf Center has been serving the Lucas County community for over 50 years. We are the leading provider of behavioral health and substance use disorder services in Northwest Ohio. Services include adult and child psychiatric, substance abuse, case management, residential, Crisis Care, and therapy programs, as well as career development and wellness services. Zepf Center also offers primary care medical services to our patients to contribute to their continuum of care. Zepf Center is a trauma-informed agency and environment for both patients and staff.
General Summary:
The Executive Director, Community Health Center provides visionary, strategic, and operational leadership to ensure exceptional delivery of integrated primary care services within Zepf Center. This role drives execution of strategic priorities aligned with the organization’s mission, vision, and values and ensures operational excellence across all clinical sites within the Community Health Center division.
The Executive Director is responsible for advancing high-quality, patient-centered care; optimizing financial and operational performance; maintaining regulatory compliance; and cultivating a culture of excellence, equity, and innovation. This executive position holds accountability for clinical operations, patient experience, workforce performance, clinical quality metrics, financial stewardship, program growth, and continuous improvement across the health center network.
Essential Duties and Responsibilities:
- Provides strategic and operational leadership for all community health center functions, ensuring alignment with organizational goals and primary care strategic initiatives.
- Ensures clinic compliance with all regulatory agencies governing health care delivery and the rules of accrediting bodies. Continually monitors operations, programs, physical properties.
- Leads implementation of clinical and operational best practices to advance quality metrics, including capacity expansion, improved patient flow, reduced no-show rates, and enhanced care coordination.
- Facilitates ongoing quality improvement, performance management, and standardization of clinical workflows and quality measurement.
- Oversee financial performance, including budget development, financial monitoring, cost control, productivity, and resource allocation.
- Provides executive oversight of 340B pharmacy operations, contract pharmacy relationships, and TPA functions to ensure program integrity and maximization of patient benefit.
- Serves as an executive resource for providers and staff, leading optimization and adoption of electronic health records and clinical technology.
- Reviews and evaluates patient satisfaction data; partners with providers and staff to strengthen access and patient experience.
- Oversees workforce planning, staffing models, recruitment, retention, and succession planning aligned with organizational growth.
- Supervises, mentors, and evaluates leaders within the health center; fosters accountability, collaboration, and professional development.
- Ensures effective provider scheduling templates and operational capacity management.
- Adheres to and enforces organizational policies and procedures.
- Participates in after-hours leadership on-call rotation and provides executive support across sites as needed.
Specific/Individual Competencies:
- Demonstrated leadership in interdisciplinary care environments, including medical, dental, and behavioral health integration.
- Advanced knowledge of FQHC operations and regulatory requirements, including 340B pharmacy.
- Strong understanding of healthcare finance, budgeting, reimbursement models, and value-based care
- Ability to lead and develop high-performing teams, manage complex systems, and coordinate multi-disciplinary operations.
- Skilled in data analytics, performance improvement, and strategic decision making.
- Excellent communication, presentation, collaboration, and relationship-building skills.
- Expertise in strategic planning, change management, and program development.
- Proficient in conflict resolution, staff development, and team cohesion.
- Proficiency with Microsoft Office and Electronic Medical Record systems.

Requirements
Position Qualifications:
- Bachelor’s Degree in Health Services Administration, Nursing, Business Administration, or related field required; Master’s Degree strongly preferred.
- Nursing or related clinical background strongly preferred.
- Minimum 5 years progressive leadership experience in healthcare required.
- Minimum 3 years leadership experience in a Community Health Center and/or Community Health Center Look-Alike required.
- Experience in ambulatory care operations, quality improvement, and population health strongly preferred.
- Experience with 340B pharmacy program operations required.
- Knowledge of medical terminology, coding, and billing processes.
