Job Description Summary Overview:

GARUD as a subcontractor to LMI is seeking an experienced Test Engineer/Test Director to support a federal program management office (PMO) charged with planning, acquiring, and managing the deployment and operation of technology and capabilities to keep our borders safe.  A test engineer develops and executes tests to ensure product quality, including creating test plans, identifying and documenting defects, and performing various types of testing like developmental, functional, performance, operational and regression testing.  They collaborate with various teams, analyze test results, and report findings to stakeholders, while also contributing to process improvements and ensuring compliance with standards.  We are seeking an energetic self-starter who is focused on practical and efficient solutions delivered by an interdisciplinary, collaborative team structure.  This individual will support the design and construction of our client’s tactical technology infrastructure projects along the southwest, northern and coastal borders. The test engineer will provide support to the client’s program management office, located in Washington, D.C. with Travel required.

Minimum Qualifications:

  • Bachelor’s degree in engineering, technical or computer science fields with at least ten years’ experience supporting test and evaluation activities within a federal acquisition environment.
  • Experience supporting acquisition-aligned programs where testing, validation, requirements generation, and capability fielding are key life cycle milestones and capabilities.
  • Understanding of testing fundamentals, systems engineering, program planning and scheduling, and milestones review process in coordinating testing events and strategies.
  • Ability to execute test documents and input data in spreadsheets and databases to record testing and requirements results; good working understanding of Innoslate software is a plus.
  • Strong written and verbal communication skills with the ability to create professional documentation and briefings.  Ability to provide estimates of work and associated costs.

Key Responsibilities/Work Environment/Tasks:

  • Develop and execute tests: Design test events, create test procedures, run test plans, test cases, and automated scripts to validate product functionality, quality, and performance.
  • Identify and report defects: Find, document, and track software or hardware defects using bug tracking systems, testing strategies, and report issues to management after proper documentation.
  • Collaborate with teams: Work with project and system engineers and development teams to understand requirements, provide input on product design, and facilitate discrepancy resolution.
  • Analyze and report results: Analyze test results and provide regular reports to management and stakeholders on product quality and testing progress.  Ability to meet thresholds and objectives.
  • Maintain and improve processes: Maintain testing environments, develop and implement new testing procedures, and participate in continuous improvement efforts.  Help identify requirements.
  • Ensure compliance: Make sure all testing procedures and final products meet industry and company standards.
  • Proficiency in automating repetitive tasks using scripts and testing tools.
  • Ability to analyze test results, identify issues, and provide constructive feedback.
  • Ability to clearly document issues and communicate with different teams and stakeholders.
  • Ability to manage testing within project timelines and collaborate effectively with other departments.

Required Skills & Desired Qualifications:

  • 10+ years of relevant testing experience with a bachelor’s degree in engineering, technical or computer science.  Previous with DHS/CBP/US Border Patrol a plus.
  • Knowledge of testing, hardware & software development, various testing methodologies, and testing frameworks.  Understanding of Databases Innoslate).
  • Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint.
  • Ability to read engineering documents, including drawings, specifications and RFPs.
  • Ability to communicate (written & verbal) clearly with a variety of stakeholders.
  • Ability to effectively solve problems, analyze results, and formulate pending issues.
  • Strong presentation skills to senior leadership/management, both oral and written.
  • Prior experience supporting/working on T&E issues on relevant technologies.

 

Citizenship, Security Clearance, Travel, Work Hours & Pay Range:

Applicants must be U.S. citizens with the ability to pass a government background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance abuse, and employment verifications; active U.S. Customs and Border Protection background investigation (CBP BI) preferred. Please note that only U.S. citizens are eligible for a suitability determination.

  • All positions may require up to 50% travel and require coming into the office weekly, as required.
  • Weekly work requirement is 40 hours/week or 80 hours per pay period with paid leave for holidays.
  • Pay range is $130,000 - $160,000USD annually depending on experience.
