Basic Purpose
Provides real-time analytical and operations engineering services for Distribution System Operations pertaining to outage identification, management, notifications, and reporting.
Responsibilities
Essential Duties and Responsibilities
Performs real-time technical analysis on “Last Gasp” outage notifications from Advanced Metering Infrastructure (AMI) to develop scope and identify cause of outages. Queries additional AMI meters, if necessary, to assist with positive identification of potentially failed equipment.
Classifies the degree of certainty of outages based on AMI data, Distribution System configuration, Outage calls, and SCADA information.
Develops Estimated Time of Restoration (ETR) based on identification of failed equipment, any other existing outages, available resources, and other conditions (weather, traffic congestion, road conditions etc.). Provides real time updates to the ETR based on changes in outage conditions.
Identifies outages where outage restoration is outside NVE’s control. Appropriately categorizes such outages in DMS.
Verifies system restoration through “Restoration” signals from AMI. Identifies potential “Nested Outages” based on “Restoration” signals and AMI meter “Pings”.
Manages Distribution System Outage “data stream” to support Business Intelligence based internal and external dash boards, notifications, and reports.
Works directly with metering and call center leadership to improve data and information flow to customers via call center agents and web-based outage information.
Analyzes distribution system interruptions and recommends solutions (equipment, procedures, or process improvements) to improve system restoration.
Develops procedures and practices to be used by System Operators in the operation of the electric distribution system.
Analyzes Distribution Automation data, and provides real-time engineering and technical support for identification and resolution of potential and actual outages. Recommends changes to Distribution Automation settings, as needed.
Conducts Real-Time Operations Engineering analysis on Distribution System, including Power Flow Analysis, Contingency Analysis, and Distribution System Voltage assessment.
Provides technical support to System Operators and field personnel during system emergencies.
Acts in a leadership capacity to manage real-time personnel resources, ensuring optimum level of Distribution System Operations support. Assigns additional resources, as needed.
Provides training to Distribution System Operators.
Ensures all compliance aspects of position are known and followed; understands and complies with all policies, codes and regulations applicable to position and company.
Performs related duties as assigned.
Qualifications
Essential Education, Skills, and Environment
Education and Work Experience
Bachelor’s degree in electrical engineering from an accredited school and 5 years of industry experience as a licensed professional engineer.
If not a licensed professional, must have a bachelor’s degree in electrical engineering from an accredited school and eight or more years of experience performing work in an engineering capacity.
Specialized Knowledge and Skills
Demonstrated practical competence in electrical system design, planning, protection, operating characteristics, techniques and philosophy. Working knowledge of electrical power distribution systems engineering, construction practices and procedures, and report writing. Ability to communicate effectively with a wide variety of operating, planning and engineering personnel, and regulatory agencies is required. Able to support System Control Operations in a 24/7 work environment.

PCs, word processing, spreadsheet and database software. Must be able to learn specific operational applications used by System Control.
Work Environment and Physical Demands
General office environment.
