About the Department
The County Engineering Director manages, organizes, and directs the Engineering Department. This position serves as Chief Engineer for the County, working under the administrative direction of the Board of County Commissioners.
Position Duties
The intent of this job description is to provide a representative summary of the primary duties and responsibilities performed by incumbents in this position. - Provides leadership and direction to the Engineering Department; establishes priorities, guiding long-range planning, and ensuring effective project execution, including coordination of staff, materials, and equipment
- Oversees departmental operations to ensure the efficient delivery of engineering services; defines project scopes, establishes schedules, and manages consultant and contractor relationships
- Supervises, leads, and develops staff; assigns work, monitors progress, evaluates performance, and provides guidance to support professional growth
- Monitors and evaluates engineering projects and processes; ensures effective methods, sound engineering practices, and compliance with applicable safety and regulatory standards
- Conducts engineering studies, develops design concepts, prepares specifications, performs calculations, and oversees inspections, materials testing, and construction activities to ensure projects meet technical standards, safety regulations, and contract requirements
- Manages multiple projects and departmental resources, maintains documentation and inventories, and ensures compliance with County, State, and Federal requirements
- Collaborates with the Road Superintendent and other stakeholders to coordinate construction and maintenance activities; provides technical guidance and reviews ongoing work for quality and safety
- Assesses and monitors county road systems and infrastructure; analyzes traffic patterns and safety trends to evaluate repair and maintenance needs
- Develops, administers, and monitors the department budget
- Prepares and oversees bid specifications, contracts, and project documentation; reviews design submittals for technical accuracy and compliance
- Advises County Boards and senior leadership on current work, upcoming plans, and emerging issues; provides recommendations on highway management strategies; attends meetings and presentations as the principal engineering advisor to County officials, staff and the public
- Responds to emergencies, coordinates needed resources, and takes action in the interest of public safety and property.
- Maintains confidentiality of non-public records and makes available all data and information deemed a public record by the North Dakota Century Code.
Minimum Qualifications
- Bachelor’s degree in Civil Engineering or a related field AND seven (7) or more years of experience in Civil Engineering including significant experience in the areas of road and drainage design, construction management, surveying and CAD/Civil3D drafting.
- Current registration as a Licensed Professional Engineer in the State of North Dakota
- Prefer candidates with engineering experience directly employed by a City/County/State engineering department
- Must possess a valid North Dakota Driver’s License, or equivalent
- Must pass a background check and pre-employment drug and alcohol screening
Other Qualifications
- Work is performed in an office setting and an outdoor environment with exposure to extreme temperatures and inclement weather
- Some work is performed on construction sites with exposure to uneven ground, loud noises, chemicals, and construction equipment
- Must be able to lift up to 50 pounds
Compensation:
Starting Salary ranges from $155,000-$165,000/annually based on experience and training.
