Summary

Reporting directly to the Ahtna Netiye’ CEO, the Vice President of Business Development is responsible for driving organizational growth through business intelligence, strategic partnerships, and operational excellence. This role leverages deep experience with AN service offerings and market analysis to increase profits and expand the company’s footprint across commercial, government, and construction sectors.

Essential Duties, Responsibilites, Experience

·         Build, lead, and mentor a high-performing business development team, integrating cost/price estimation, proposal management, and capture management expertise.

·         Identify, plan, and evaluate strategic proposals, partnerships, and joint ventures to support revenue growth.

·         Develop and refine frameworks for evaluating new business opportunities, emphasizing “price to win” strategies.

·         Monitor competitor activity and emerging sectors to inform strategic planning.

·         Establish, negotiate, and maintain strong relationships with key partners and teaming arrangements.

·         Implement performance metrics, proposal forecasting, and approved estimating systems to ensure compliance and efficiency.

·         Foster collaboration between departments to ensure risk management and regulatory compliance while maintaining the Ahtna business model.

·         Conduct market analysis to identify economic issues, government spending trends, and competitive advantages.

·         Promote sole source opportunities and leverage SBA contracting programs (8(a), HUBZone, Category Management, etc.).

·         Develop business growth strategies to benchmark and keep the company ahead of the competition.

·         Represent the company at industry events, conferences, and in appropriate community and professional organizations.

·         Collaborate with internal and external stakeholders, build relationships, influence, manage conflicts, and navigate office politics to achieve goals.

·         Active member of the leadership team; participate in Board meetings and strategic planning.

·         Consult on pre-marketing activities, proposal strategy, and teaming arrangements as requested.

·         Perform other duties as assigned.

 Qualifications

Minimum Qualifications

·         Bachelor’s degree in Business Administration or related field.

·         Experience may be substituted for education on a 2:1 basis.

·         Minimum 10 years of progressively responsible supervisory and leadership experience in business/corporate environments.

·         10+ years of experience in business development, strategic partnerships, or corporate development preferred.

·         Senior executive leadership for complex organizations with multiple companies, subsidiaries, and/or service lines.

·         Experience working with executive leadership, contracting officers, and teaming partners.

·         Federal contracting experience and for-profit organizational experience.

·         Strong expertise in competitive proposal development, pricing strategy, capture, business development and compliance with regulations and estimating standards.

·         Valid Driver’s License.

·         Ability to secure security clearance one year from hire.

Preferred Qualifications

·         Experience and knowledge of Alaska Native cultures, ANCSA, and related legislation.

·         Master’s Degree in Business Administration or related field (or equivalent executive experience).

·         Financial Management - Understands basic revenue models, Profit/Loss and cost-to-completion projections and makes decisions accordingly; accurately forecasts revenue, profitability, margins, bill rates and utilization; and assures project legal documents are completed and signed

·         Government Contracting - Has a solid understanding of contract acquisition law; understands SBA, FAR, DBA and SCA implications and regulations; and has a solid grasp of contracting concepts

·         Management and Leadership Skills - The must establish and maintain highly effective and positive communication with the Board Members, Senior Management and staff.  Include staff in planning, decision-making, facilitating and process improvement, makes self available to staff, provides regular performance feedback, inspires respect and trust, motivates others to fulfill Ahtna’s vision, exhibits confidence in self and others,  accepts and integrates feedback from others, and provides strategic feedback as needed to the Core Management Team

·         Oral and Written Communication - In addition to the definition provided in the Corporate Core Competencies, the individual also demonstrates group presentation skills, prepares and delivers written reports, conducts meetings and negotiates with employees, subcontractors and clients.  Understands moderate to complex contractual instruments.   Demonstrates strong influence-management, negotiation, leadership and assertiveness skills

·         Quality Management - Provides depth of knowledge in lean organizational principles and quality management principles; six sigma, TQM, ISO 9000, or similar

·         Shareholder Relations - Demonstrated ability to relate to Ahtna Shareholder needs and concerns.  The individual must be able to understand and adapt to the requirements of public relations activities in rural Alaska

·         Software & Reporting - The individual is highly experienced in advanced features of MS Word and Excel with working knowledge of the other software tools within the Microsoft Office Suite and has a demonstrated knowledge of computerized database applications

·         Strategic Thinking - Understands organization's strengths and weaknesses; analyzes market and competition; identifies external threats and opportunities; adapts strategy to changing conditions; demonstrates ability to maintain strategic focus while working on the detail. Collaborating internally and externally while aligning plans and practices with Ahtna’s vision, mission, and values

·         Travel - Ability to travel in / outside of Alaska

Physical Demands

Frequent sitting for prolonged periods of time, using hands/fingers requiring dexterity and coordination to handle files and single pieces of paper, reaching with hands and arms for items above and below desk level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth perception, and the ability to adjust focus); walking from place to place within the office with occasional use of stairs and no elevator available; bending, pushing, pulling, and standing for up to 2 hours; occasional lifting of up to 25 pounds such as small office equipment, files, stacks of paper, reference and other materials.

Work Environment

Work is performed in an office setting with ability to speak and receive phone communications often.  Work requires computer usage with strength, dexterity, coordination and visual acuity to use keyboard and video display terminal and other office equipment.  Extensive travel may be required.
