The Records and Licensing Services Division is seeking individuals who are eager to work in an exciting Career Service position apart of a dynamic Licensing team that values diversity and embraces the cultural and demographic qualities of the King County community. This position performs a wide variety of complex accounting, analytical, technical, and reporting functions.
Position Duties
Scope of Job duties: to be considered for this opportunity, you must at a minimum, demonstrate the knowledge, skill, and ability to:
- Collect and process payments, prepare deposits, verify and reconcile data discrepancies and balance daily cash in compliance with the County and State cash handling and receipting procedures;
- Coordinate financial duties with the Washington State Department of Licensing including work on the state system and in accordance with policies, regulations and law;
- Support State audits and remediate deficiencies.
- Assess account variances
- Provide accurate and efficient fiscal accounting practices for private King County business owners contracted to provide licensing services;
- Provide direction and training and monitor the quality of cash handling and finance-related procedures;
- Manage billing and financial reconciliations, ensuring accuracy and timeliness of deliverables.
- Prepare and post daily journal entries and perform financial data tracking in Oracle E-Business Suite (EBS)
- Develop and maintain finance-related standard work procedures;
- Manage daily accounting and reconciliation for multiple accounts including revenue, expenses, electronic funds transfer (EFT), automated clearing hours (ACH)
- Utilize various systems and tools needed to facilitate refunds, and payment adjustments; understand, track and adjust accounts as needed; maintain and populate spreadsheets.
- Personally handle communications and responses which may require independent judgment; respond to customer inquiries including payment, billing, and collection issues
- Organize, oversee, establish, track, code and maintain data sources, such as contracts, legal documents and other financial, accounting and fiscal records;
- Determine accounting inconsistencies and errors; prepare corrections and verify accuracy of accounting reconciliations, including Oracle EBS data and then compare discrepancies;
- Research and summarize specialized and technical information from varied sources using spreadsheets and customized database applications;
- Process payments and purchasing for the agency as necessary;
- Perform regular audits and reviews of entries and account codes; review system data and reports to ensure accuracy and integrity of data as it relates to the recording of documents;
- Interpret established policies, procedures, codes, regulations and other relevant sources to internal and external customers over the telephone, in writing and in-person; handle sensitive, confidential and/or potentially volatile situations;
- Communicate established policies, procedures, codes, regulations and other relevant information to all internal and external stakeholders, on the phone, in writing and in person, while handing sensitive and confidential information in a professional manner.
Minimum Qualifications
We are looking for candidates who:
- Have solid experience with independent financial and cost accounting support work;
- Have experience performing accounting and finance work including reconciliations,
- Have knowledge and practical experience in the areas of Generally Accepted Accounting Principles (GAAP).
- Are comfortable with change and continuous improvement in your daily work;
- Have knowledge of procedures, policies, rules and practices affecting the development, maintenance and control of databases and accounting systems, and the practices of financial and statistical record keeping;
- Are proficient with and have an intermediate to advanced skill level in the use the Microsoft Office including higher level skill in performing financial transactions using Microsoft Excel in daily work;
- Can manage time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products.
- Are comfortable using enterprise resource programs such as Oracle EBS and including online electronic banking systems to perform daily transactions and process fund transfers and deposits;
- Thrive independently and also are willing to work collaboratively as part of a team to build relationships with peers, other County agencies, consultants and contractors while using conflict resolution techniques as needed;
- Manage and prioritize a high volume of diverse assignments and multiple competing tasks with strong attention to detail;
- Are comfortable in a change environment, are excited to learn new skills, and implement new processes to continuously improve services.

Desired qualifications:
- A minimum of one year work experience performing accounting and finance work including reconciliations;
- Oracle EBS experience and any other financial project systems;
- Public sector accounting;
- Experience with LEAN processes and principles.
Other Qualifications

- The work week is 40 hours, typically Monday-Friday 8:00am-5:00pm.
- This position is onsite, in-office at the King County Customer Service Center.
- This position is overtime eligible and may be mandatory at times.
- This position is represented by the Teamsters Local ll7 Administrative Employees Union.

ABOUT RECORDS & LICENSING SERVICES (RALS)
The Records and Licensing Services Division (RALS) is a division of the Department of Executive Services.
RALS operates within a statutory framework that is prescribed by state law and county code. Many of the services administered by the division are mandated by state law, and are provided in King County on a regional basis across jurisdictional boundaries. RALS also provides certain local services to unincorporated King County and by contract with many local municipalities throughout King County. In addition, RALS is responsible for providing internal services that are necessary for purposes of business efficiency and meeting various legal responsibilities.
RALS is responsible for:
- Recording documents related to real property sales and other transactions and making them accessible for members of the public, businesses, and other government agencies
- Collecting and dispersing real estate excise tax payments on the conveyance of real property in King County
- Providing licensing and information services and promoting public safety by administering and enforcing vehicle and vessel licensing and taxi and transportation network company (TNC) regulations
- Providing internal mail services and physical and electronic records management services to all county agencies
- Providing animal care and control services for the protection of property, human health, and safety and promoting responsible pet ownership and animal welfare through education and licensing programs via public and private sector partnerships
