About the Department

Anne Arundel County Government is hiring for a full-time, permanent Accounts Payable Supervisor (Accountant II) vacancy within the Office of Finance located at the Arundel Center in Annapolis, MD. 

This is advanced professional accounting work in developing accounting procedures or maintaining and reviewing county fiscal records.

NATURE AND VARIETY OF WORK
Overseeing the Accounts Payable department, ensuring payments are processed timely and accurately. Overseeing the preparation of year-end 1099s and accurately maintaining the County's vendor records. Work with the Finance team to prepare the Annual Comprehensive Financial Report (ACFR), coordinating and accounting for the current year & prior year encumbrance process, and prepare the component unit financial statements and enter Journal entries as required.

Position Duties

  • Supervises, in some assignments, a small group of clerical employees; assigns and reviews work; appraises the performance of employees; and provides training.
  • Plans, organizes, and conducts the accounting and control functions to which assigned, such as fixed and consumable asset accounting or disbursement accounting, liaison work related to various aspects of implementing a new finance system, and maintenance and control of tax records.
  • Set up production goals, evaluating employee performance, deadlines, and/streamlining and improving processes.
  • Compiles year-end financial statements for the Component Units to be included in the Annual Comprehensive Financial Report.
  • Responsible for the encumbrance process at year-end. Accumulates data in Excel regarding prior year encumbrances spent and current year encumbrances still outstanding. Analyzes and distributes data to financial accountants and post entries in the financial system based on the data.
  • Acts as  a backup for setting up new business units in the system of record
  • Performs related work as required.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Considerable knowledge of accounting principles, procedures, and processes governing the receipt, custody, and expenditure of monies.
  • Considerable knowledge of modern office practices, procedures, and equipment, and standard clerical techniques as applied to the maintenance of accounting systems.
  • Knowledge of the principles and practices of public finance administration, and data processing systems as they apply to the maintenance of accounting records.
  • Ability to plan, organize, and conduct a central accounting system function.
  • Ability to analyze and solve a variety of routine accounting and fiscal problems, and to participate in designing and implementing accounting systems and procedures.
  • Ability to supervise the work of a small group of clerical personnel.
  • Ability to establish and maintain effective working relationships with subordinates, other county employees, and the public.
  • Ability to communicate effectively, both orally and in writing.
  • Skill in operating a calculator and CRT terminal.

Minimum Qualifications

Education: Graduation from an accredited four-year college or university, with major course work in accounting.
Experience: Two (2) or more years of experience in accounting and fiscal operations.

An Accredited University or College is the recognition from an accrediting agency that an institution maintains a certain level of educational standards. The U.S. Department of Education maintains a database of accrediting agencies it recognizes for schools within the United States.

Other Qualifications

Preference will be given to candidates who possess the following

  1. Five (5) or more years of experience supervising a team.
  2. Five (5) or more years of experience with fiscal or governmental accounting.
  3. Experience using technology, such as ERP systems, preferably Oracle cloud systems.
