Purpose of Job  The purpose of this job is to provide for the planning, developing, coordinating, marketing, and directing of the Comprehensive Solid Waste Reduction programs.  Duties and responsibilities include, but are not limited to, assisting in the planning, organizing, supervising, and managing of the work activities of the Waste Reduction Division, and performing additional tasks as assigned.  

Job Related Requirements 

 Work Schedule: Monday - Friday, 8:00 am - 5:00 pm.

May be required to work on religious holidays and weekends.  

Regular and predictable attendance is required.  

Must work cooperatively with others.  

When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.

Position Duties

Bachelor's degree in environmental science, sustainability, natural resources management, public relations, or public administration with three years of management, public relations, and customer service experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.  


Must have excellent writing skills, public speaking, budget creation and program management.  

 

Two years of supervisory experience is required.   


Must possess a valid driver's license.

 

Solid Waste Association of North America (SWANA) certified Recycling Systems Manager and/or Zero Waste Principles and Practices Manager preferred 

Minimum Qualifications

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.  


Supervises and evaluates assigned staff, handling all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals.   


Plans, directs, manages, develops strategies and/or work plans, and oversees the development, implementation, and operation of the entire waste reduction program, which consists of the following: residential and commercial volume-based garbage fee system (VBGFS) and recycling programs, Commercial Recycling Ordinance and Policy, ACC and Public Event Material Management Policy along with Composting Policy, Glass Reduction Policy, drop-off recycling collection program, CHARM Teacher Reuse Store, Repair Cafe and food scraps collection and composting program.

 

Serves as Project Manager for Athens-Clarke County over the Recovered Materials Processing Facility(RMPF), including working with the private company staff operating the facility. 


Manages the contract with the RMPF including capital budget and appropriate operational budget; ensures private company is in compliance with contract; prepares RFI and RFP for operating contract for RMPF when appropriate. 

 

Serves as Project Manager for the Athens-Clarke County Center for Hard to Recycle Materials (CHaRM) including compiling, and monitoring material tonnages and ensuring compliance with the operation contract documents between Unified Government and vendors.

 

Ensures RMPF and CHaRM are in compliance with all applicable state, federal and local regulations.

 

Oversees site management of the Recovered Materials Processing Facility(RMPF), Center for Hard to Recycle Materials (CHARM), and provides marketing and promotion for the landfill recycling program.   


Plans, manages, and oversees the construction of new waste reduction facilities or capital improvement projects and maintains records to ensure compliance with plans and specifications, as needed.

 

Maintains working knowledge of recycling, composting and waste reduction industry trends, emerging technologies, educational programming, best management practices and market analyses.   


Ensures all waste reduction activities follow established policies and procedures; counsels and instructs all Unified Government personnel on waste reduction practices, policies and procedures.   


Prepares the Waste Reduction Division's annual budget; monitors expenditures under current capital and operating budgets.   


Prepares and evaluates bids for Solid Waste department services related to the entire Waste Reduction Program and makes recommendations to the Solid Waste Director.   


Develops and implements plans to make all waste reduction activities more efficient and effective.   


Collects data required for capital and operational funding of waste reduction program activities; prepares and writes grant proposals for solid waste, recycling, and other waste reduction activity funds and maintains grant reports for state in GEOS when necessary.   


 Completes award applications for all applicable Solid Waste Department programs with assistance of the Programs Support Analyst I.   


Reviews and evaluates research data collected and presents recommendations to the Solid Waste Director.   


Collects, maintains, and annually reports solid waste and recycling data to the local, state, and national agencies and/or professional organizations (i.e. Georgia Recycling Coalition).   


Prepares work order requests to correct or maintain the Division's equipment; completes Division employee's time sheets; directs, completes, and authorizes purchases related to Waste Reduction activities.   


Evaluates, prepares, and develops department policy, reviews with Solid Waste Director, and presents to Mayor and Commission or Manager's Office for approval.   


Addresses and responds to customer inquiries and complaints.   


Directs, supervises, and oversees the development of all promotional and educational activities and/or campaigns for the department; oversees waste audits conducted by Program Education Specialist(s).   


Assists the Solid Waste Director in a variety of professional and technical tasks involved in the management of the department, including: preparing the annual budget; monitoring expenditures; preparing long- and short-range goals and action items; planning work and setting priorities.   


Assists the Director in responding to work orders from Mayor, Commission, and/or Manager's Office; assists with activities or assignments from the Joint Solid Waste Coordinating Committee (JSWCC); and be a staff member (ex-effico) member of the Solid Waste  Solid Waste Advisory Commission meetings.   


Assists in the development and management of annual solid waste department rates and/or fees for the entire department's services and development of annual Solid Waste department's capital and operating budgets and assists in monitoring expenditures.

 

Organizes and supports material diversion efforts at public events.   


Assists residents with unloading recycling materials brought to any Solid Waste facility and works with contracted employees at the Recovered Material Processing Facility to sort collected recycling materials if needed.    


Prepares and develops agenda reports, graphs and charts, and other information for the Mayor and Commission, Manager's Office, other departments and outside agencies regarding department programs, services and/or policies and with regard to the progress of the waste reduction goals, events, programs and activities of the department as a whole.    


Works with local, state and national organizations and residents to provide information about waste reduction programs (i.e., presentations, demonstrations, etc.).

 

Serves as a member of the state Georgia Recycling Coalition board and other boards and committees as appropriate.

 

Assists with the preparation of the Regional Solid Waste Management Plan in accordance with OCGA 12-8-31.   Works closely with Attorney's office to amend solid waste ordinances, when necessary.  Provides information for the media regarding waste reduction efforts and activities.   Performs other related duties as required.

 

Knowledge, Skills and Abilities   

Knowledge of the principles, practices and procedures of the Waste Reduction Division and the operations and functions of the Solid Waste Department.   


Knowledge of management, financial, and solid waste reduction practices, policies and procedures as necessary in the completion of daily responsibilities. 

Knowledge of operations and staff plans and objectives for the expedience and effectiveness of specific duties of the position.     

Knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.    

Knowledge of any changes in policy, methods, operations, budgetary and equipment needs, etc. as they pertain to departmental operations and activities.    

Knowledgeable and proficient with computers.   

Knowledge of software packages as necessary in the performance of duties.   

Knowledge of the use of office equipment, such as computers, and copy machines.   

Ability to develop and administer policies, procedures, plans and activities and to monitor performance of subordinates against measured established goals.   

Ability to develop and implement long-term goals for the department in order to promote effectiveness and efficiency.   

Ability to effectively communicate and interact with subordinates, management, employees, members of the general public and all other groups involved in the activities of the Administration Division as they relate to the Solid Waste Department.    

Ability to assemble information and make written reports, presentations and documents in a concise, clear and effective manner.    

Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.    

Ability to comprehend, interpret, and apply regulations, procedures, and related information.    

Ability to handle required calculations using statistical calculations.    

Ability to read, understand and interpret personnel and financial reports and related materials.

PHYSICAL REQUIREMENTS:  Must be physically able to operate a variety of machinery and equipment including office equipment.  Must be able to use body members to work, move or carry objects or materials.  This position requires:  walking, standing, bending, stooping, pushing, pulling, lifting, fingering, grasping, feeling, seeing, talking, hearing, and repetitive motions. Must be able to exert up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently. Physical demand requirements are at levels of those of medium work.
