The SER Senior Environmental Manager – Southeast US Region (Including Puerto Rico), reports directly to Environmental Operations Director – Eastern US & Puerto Rico. The SER OSEM is responsible for implementation of company policies and procedural plans related to all environmental media, including air, stormwater, groundwater, solid waste, and/or hazardous waste. The SER SEM supports corporate and divisional environmental programs to promote compliance with applicable federal, state, and local environmental laws. The SER OSEM will also assist with national environmental initiatives and special projects located outside of the primary regional assignment.

The SER SEM maintains regional metals recycling and automobile salvage facilities in compliance with all applicable federal, state, and local environmental laws, standards, and permits and has responsibility for maintaining facility compliance with applicable environmental permit conditions. The SER SEM has direct responsibility for these compliance activities through management of the Regional Environmental Managers (REMs) within their assigned region.

This position has direct responsibility for conducting on-site fieldwork associated with sampling, monitoring, observing, recording, and preparing reports, records, and plans required by regulatory permit, plan, or agreement and indirect responsibility in an advisory capacity assisting the REMs in their region with successful completion of these duties at their assigned facilities. The SER SEM maintains a key role in the overall planning, design, installation, and operation of pollution control equipment and associated metering and/or measuring devices throughout their Region. The SER SEM assists with the development and delivery of training programs and provides other advice to REM-Is, REM-IIs, REM-IIIs and facility operations management on practical and necessary steps to prevent or abate pollution arising from operations and maintain compliance with regulatory requirements contained within a variety of environmental permits, plans, policies, and regulations. The SER SEM may also provide first line immediate environmental emergency responses to incidents, spills, releases, and accidents. The SER SEM’s incident response duties may include any region as needed. The SER SEM provides appropriate notifications to management and regulatory agencies and assists with site investigations and remediation projects related to due diligence activities and other identified environmental issues.

Compensation Range: $145,000/year - $160,000/year

Leadership and Overall Environmental Operations Program:

  • Provide leadership, influencing, the strategic direction to corporate and divisional operational leadership teams to achieve the environmental vision.
  • Support the work to refine and develop the environmental strategy, translate the strategy into annual roadmaps, and work with corporate, divisional, and site leadership and environmental teams to execute those roadmaps.
  • Facilitate and complete Annual Environmental Risk Assessments and ensure capital and operating plans address new, emerging, and existing risks.
  • Plan, direct, and manage the environmental programs under senior management direction.
  • Serve as a coach, mentor, and counselor to divisional, regional/site leadership, and environmental operations teams to develop and execute short and long-term environmental objectives, targets, strategies, and measures that prioritize and mitigate risks.
  • Recognize, evaluate, recommend, and implement policies and procedures to assure awareness of and compliance with environmental regulatory requirements and company policies.
  • Facilitate and achieve maintaining 100% compliance with all legal and other requirements through a review of the compliance calendar and other performance data.
  • Facilitate the identification and contracting with necessary 3rd party consultants and legal services to support compliance assurance activities for sites within your assigned area of responsibility.
  • Ensure the company complies with environmental standards and that they are communicated and implemented throughout the company; ensure appropriate documentation protocols comply with applicable business and regulatory requirements.
  • Allocate resources to execute environmental strategies and programs effectively.
  • Provide technical expertise and support for the implementation and execution of environmental requirements.
  • Serve as the primary contact for understanding and rolling out all EMS clauses. This includes Document Control, Aspects & Impacts, Management of Change (MOC), EMS Policy Deployment, Employee Environmental Awareness, Roles & Responsibilities, and other requirements.
  • Develop clear and measurable KPIs and goals for Environmental Operations performance that include those listed under the Key Performance Metrics section.
  • Maintain detailed event and regulatory performance data, analyze trends, routinely report on statistics, and ensure action plans are implemented and executed.
  • Coordinate and interface with applicable external agencies, Federal and State Environmental Agencies, law enforcement, consultants, and insurance representatives.
  • Coordinate with the senior management team and function heads, facilitating continuous improvement of the Company’s sustainability, emergency response, and applicable Business Continuity Plans.
  • Develop appropriate methods for establishing budgets for management approval, scheduling work in coordination with Operations, managing activities to maintain budget and schedule, and reporting status and results to management and regulatory agencies, as necessary. 
  • Oversight and management of current and future centralized environmental training programs

Environmental Management System (EMS) & E-Culture:

  • Lead the implementation, certification, and ongoing management of the ISO14001:2015 Environmental Management System in your area of responsibility. Serve as the primary contact in your area of responsibility for understanding and rolling out the EMS clauses and assignments. This includes Document Control, Aspects & Impacts, Management of Change (MOC), EMS Policy Deployment, Employee Environmental Awareness, Roles & Responsibilities, and other requirements.
  • Internal EMS audit schedules are maintained and achieved. All findings are analyzed with the root cause and corrective actions identified and captured in Intelex.
  • Ensure that sufficient resources are trained and available to conduct internal EMS audits.
  • Develop and implement strategic and tactical plans to improve E-Culture and align with the EHS approach.
  • Support the EHS Systems team in the management of Environmental modules within Intelex.

Compliance Assurance Obligations:

  • Facilitate and maintain 100% compliance with all legal and other requirements through the development, implementation, and ongoing management of systems and the supervision of direct reports as they apply to SSI Operations within the area of responsibility. This includes but is not limited to the following:

Air

  • Title V and Vapor Recovery air permit conditions, monitoring, recordkeeping, and reporting (if applicable)
  • Annual stack testing and emissions modeling and other monitoring and testing requirements (if applicable)
  • US EPA Method 9 Visual Emissions Evaluations (VEE) and associated reporting (if applicable)
  • Response to citizen’s complaints in collaboration with your direct reports and the affected site
  • Support for Environmental Reporting (GRI, Sustainability Metrics, Energy, Carbon Emissions)
  • Annual T-V certifications of compliance, deviations, excess emissions, and other applicable reports (if applicable)
  • Other requirements are contained in applicable federal, state, and local rules and regulations for the sites within your assigned area of responsibility.

Hazardous & Solid Waste

  • Conduct a gap analysis to evaluate all waste profiles and labeling guidance to ensure there are no discrepancies from site to site.
  • Facilitate daily compliance, through supervision of your direct reports, with HW management requirements for containers, labeling, storage, shipping, and disposal requirements applicable to the generator status of sites within your assigned area of responsibility.
  • Develop and implement sampling and analysis plans to document the correct characterization of all waste streams.
  • Ensure Bi-Annual HW generators reports are prepared and submitted on time (if applicable)
  • Ensure proper response to spills and other incidents.
  • Facilitate the development and implementation of waste minimization plans; SB 14, and associated activities for sites within your assigned area of responsibility.
  • Other requirements contained in applicable federal, state, and local rules and regulations for sites within your assigned area of responsibility.

Stormwater

  • Facilitate maintenance, through supervision of your direct reports, proper operation, and maintenance of installed stormwater treatment systems and oil water separators.
  • Facilitate maintaining, through supervision of your direct reports, maintenance of all stormwaters Multi-Sector General Permit Sampling, Discharge Monitoring Reports (DMRs), deployment, and maintenance of installed Best Management Practice (BMP) systems and equipment.
  • Facilitate maintaining, through supervision of your direct reports, maintaining an updated Storm Water Pollution Prevention Plan (SWPPP) and ensuring that yard conditions are maintained in compliance with the facility SWPPP.
  • Track all Stormwater sampling results and evaluate if BMP improvements are needed.
  • Facilitate annual evaluations and reporting for all sites within the Area of responsibility.
  • Other requirements contained in applicable federal, state, and local rules and regulations for sites within your assigned area of responsibility.

Spill Prevention Control & Countermeasures (SPCC) Plan

  • Facilitate maintaining, through supervision of your direct reports, current petroleum tank inventories, and equipment contained in the applicable SPCCs for sites within your assigned area of responsibility.
  • Facilitate maintaining, through supervision of your direct reports, applicable tank inspections, and certifications for sites within your assigned area of responsibility.
  • Facilitate maintaining, through supervision of your direct reports, SPCC spill kits and training of site staff on how to use them for sites within your assigned area of responsibility.
  • Other requirements contained in applicable federal, state, and local rules and regulations for sites within your assigned area of responsibility.

Permits and Licenses

  • Maintain a master list of all State licenses and Permits to ensure renewals and invoices are paid and current.
  • Oversight of the response to Regulatory Enforcement Notices (Tier II and Tier III) and support the Corporate Environmental team in Tier I response cases.

Audits & Inspections:

  • Develop and maintain systems to identify and manage Environmental Risks and Opportunities.
  • Manage Audit and Inspection processes to verify compliance and drive continual improvement.
  • Ensure that quarterly Environmental Compliance Reviews (ECR) / Comprehensive Business Audits are completed, findings are reviewed, and corrective actions are completed. Trends are reported, and policy and standard updates are taken to close gaps.
  • Ensure that monthly SPCC and SWPPP inspections are completed on time, recorded, and where necessary, appropriate root cause and corrective actions are in place and effectively communicated.
  • Ensure the team of West Coast environmental professionals has an effective EMS auditor training program to provide adequate coverage of auditors/sites.
  • Ensure all site leaders and direct reports are trained and effectively manage all regulatory agency and 3rd party site inspections.
  • Ensure that Root Cause Analyses (RCAs) are completed for significant environmental incidents and regulatory agency notices for sites within your assigned area of responsibility.

Supervision, Mentoring & Coaching:

  • Identify, hire, lead, and mentor a team of Environmental professionals embedded across the area of responsibility to serve as subject matter experts and support assigned business.
  • Provide supervision and perform associated manager duties for all direct reports.
  • Develop and implement staff development plans that help build strengths and capabilities for all direct reports.
  • Provide clear and relevant job expectations and guidance to all direct reports, including serving as their mentor and coach.
  • Liaise with Recycling Operations Directors, VP EHS, and Senior Operations leadership to ensure effective implementation and ongoing environmental compliance. Provide feedback to Senior Leadership where trends are observed, or additional support/resources are required.
  • Establish and monitor departmental and project budgets.

Outside Consulting, Legal Support, and Industrial Trade Associations:

  • Facilitate the identification and contracting with necessary 3rd party consultants and relevant services to support compliance assurance activities.
  • Work with outside counsel to negotiate settlements with Non-Government Agencies when actions are initiated.
  • Facilitate the maintenance of contracts for consultants and legal services for activities associated with Environmental Operations.
  • Identify, engage, and participate with various trade associations and industry groups needed to support Environmental Operations.
  • Serve as the technical and environmental contact to support and coordinate activities with SSI’s Operations and the Corporate Environmental team for sites within your assigned area of responsibility.
  • Participate in federal, state, and local rule development activities where applicable.

General Obligations:

  • Maintain all general environmental compliance obligations, including anticipated future requirements for sites within your assigned area of responsibility.
  • Act as the primary Environmental subject Matter Expert contact for Capital and Technology projects

Internal Control Responsibilities:

Supports the Company’s Internal Control process which includes understanding, communicating, and complying with defined internal controls as well as suggesting and making modifications to the policies, procedures, and controls to better relate to the business.

Communicates upward problems in operations, noncompliance with the code of conduct, or other policy violations or illegal actions.

Supervisory Responsibility:

Direct supervisory responsibility for environmental employees designated at the REM-I, REM-II, REM- III, and Environmental Analyst levels. Position includes routine management of engineering contractors, environmental consultants, and other contractors. Supervision of pollution abatement equipment operators.

Interpersonal Contacts:

Internal contacts include all levels of personnel, including senior management, to develop policies, recommend actions, discuss issues, and distribute information. External contacts are with legal and environmental consulting firms, government agencies, NGOs, legislators and staff, trade associations, real estate brokers and developers, vendors, and private industries to gather information, resolve problems, and to ensure regulatory compliance. Position does require effective communication and documentation skills, working closely with operations facility managers and other personnel in communicating environmental goals and compliance. Furthermore, ensuring an open and collaborative communication style and maintaining professional dialogue with key business partners (i.e., Divisional Executives, Regional Directors, Operations Managers, Environmental Manager peers, etc.) throughout the organization is absolutely essential to success.

Job Conditions:

Office and active field working environment including collection of samples for testing, general information gathering, and project management at various locations. It is necessary to be able to walk/climb in an active industrial yard with uneven surfaces and to out-of-the-way areas. Must be comfortable with heights. Occasional exposure to inclement weather conditions and travel is required. Sometime involved in environmental issues at sites owned/operated by joint ventures and/or sister companies. Regional and domestic travel required. Position may have to respond to urgent situations on off hours and/or weekends and holidays.

Physical Activities Required to Perform Essential Functions:

Ability to lift and carry up to 20 pounds frequently, and up to 50 pounds occasionally; be mobile within an office and field environment; operate an automobile; be mobile to travel frequently by auto and airplane to local and regional locations; climb; negotiate uneven surfaces; sit, stand, and/or walk for extended periods of time; keyboard for up to several hours per day; and communicate in a professional manner in person, in writing and by phone. Visual acuity for extensive reading, examining documents, conducting field sampling related activities, operating an automobile, and operating a laptop computer.

Qualifications:

  • Bachelor’s degree required, master’s degree preferred, with preference for engineering or science background including environmental science, chemistry, geology, or biology. A master’s degree is beneficial, but not Minimum of ten years’ experience with environmental regulations; sampling for testing air, water, soil, and hazardous waste; designing, installing, and operating pollution control equipment; and negotiating environmental requirements with regulatory agencies. Preference for metal recycling industry experience. This position requires possession of a valid driver’s license and the ability to drive an automobile.
  • Sufficient environmental compliance knowledge and experience in the states of FL, GA, AL, MS, TN & VA.  This experience must be current within the last 5 years.
  • Sufficient education or experience in technical fieldwork required. Preference for person trained or certified in hazardous materials handling, clean-up, or response (PE, RG, CEM or CHMM). Knowledge of local, state, and federal environmental programs and regulations with approved sampling techniques and procedures. Strong analytical, interpersonal, written, and oral communication skills required. Proficiency with Microsoft Office Suite, environmental management systems, and environmental testing or analytical equipment necessary. Ability to apply principles of logical or scientific thinking to define problems; collect data; establish facts; draw valid conclusions in controlled situations; and read and understand engineering plans and specifications.
