Are you a leader who is passionate about creating a safe and secure campus environment? We are seeking an experienced professional to serve as our Executive Director, Security & Safety. As the Executive Director, Security & Safety, you will report directly to the Chief Operating Officer. Your primary responsibility is to ensure the protection and well-being of students, faculty, staff, visitors, service providers, and College property through preventive strategies and responsive services.

In this role, you will provide leadership, administrative direction, and oversight for all three (3) campuses and will be responsible for the College’s multidisciplinary, non-deputized security team consisting of both Act 235 certified and non-certified officers. You will work alongside university administrators, employees, and students to ensure effective strategies are implemented to maintain a secure campus environment.

You will also collaborate with internal stakeholders and maintain an active relationship with local emergency response agencies in the surrounding area of all three campuses to ensure effective strategies are implemented to maintain a secure campus environment. You will foster a safe and secure environment by directing campus security services, leading emergency preparedness initiatives, and ensuring institutional compliance with applicable regulations.

As the Executive Director, you will ensure the College is in compliance with all federal regulations, safety initiatives, and regulatory mandates, including the Jean Clery Act. You will also be responsible for the ongoing management of the IACLEA Accreditation.

A successful leader in this role will consistently deliver effective programs and efficient security services based on sustainable and collaborative outcomes aligned with BCCC’s core mission.

Candidates must possess strong leadership and organizational development skills that can develop and align operational capabilities and capacities with an overall approach that will encourage innovation, strengthen teamwork and relationship building, and lead to the accomplishment of well-defined strategic goals and objectives.

Leadership

  • Provide leadership and strategic direction and planning of all aspects of campus security and public safety.  Promotes a culture of safety through awareness campaigns, training sessions, and college community engagement.   

  • Fosters a community friendly culture within the department, emphasizing communication, approachability, and partnerships with students, administrators, faculty, and staff.

  • Create and lead internal and external partnerships to establish a Threat Assessment Team, make recommendations for mitigation, and establishes college risk management protocols.  Lead the college's emergency preparedness efforts, including planning, training, and coordinating emergency response plans.

  • Recruitment and selection of campus security staff, training and staff development, performance management, including regular individual meetings, provisional hire evaluations, and annual written performance evaluations.

  • Conduct an on-going evaluation and analysis of the emergency, routine and preventative security and safety procedures for campus.  Evaluates the current security and safety program for the campus on an ongoing basis and suggests necessary modifications.  Serve as a leader for the College’s Crisis Management Team, plan annual “tabletop” crisis exercises.

  • Develop or enhance all written operation policies and procedures for campus safety while collaborating with Student Affairs, Human Resources, the Risk Management Team, Threat Assessment Team, Physical Plant team and university administration.

  • Develops robust collaborative relationships and serves as the primary liaison to local, county, and state law enforcement and emergency management agencies surrounding all campus locations.

  • Establishes processes and procedures to ensure the maintenance of accurate and timely records of incidents, crime statistics, and required reports for accurate reporting of crime statistics to the US Department of Education.  Maintain and publish reports, including monthly criminal and conduct statistics, crime reports, annual DOE/Clery Act report and annual audit on crimes around college properties and all other regulatory mandates.

  • Ensures timely communication of critical incidents.  Advise the College President and senior leadership on security issues, trends, and risk management strategies.

Administration

  • Collaborate with the Facility Services team to conduct mandatory building evacuation drills, ensure all fire alarm systems work correctly, record the date and time of all building evacuation drills and necessary corrective actions to ensure safety.

  • Works to establish on-going positive labor relations, contract adherence, responds to grievances.  Plays an active advising position in contract negotiations.

  • Manage departmental budget development and oversight, authorize expenditures, and ensure proper allocation and judicial oversight of financial resources; including staffing levels, scheduling, payroll, and efficiencies.

Qualifications

Education and Work Experience

  • Bachelor’s degree in Police Science, Criminal Justice, Public Safety Administration, law, or related fields or programs from an accredited college or university required; Master’s degree preferred.

  • Certifications in Emergency Management, National Incident Management System and Incident Command System preferred.  Other preferred certifications or trainings include: IACLEA Accreditation, Clery Compliance Officer certification or National Incident Management System/Incident Command System training, Mental Health First Aid, Crowd Management, Occupational Safety and Health Administration (OSHA), Defensive Driver, Sexual Assault Prevention and Response.

  • 10 years of prior community policing experience (law enforcement preferred) including both operational and administrative; at least 7 years of responsible leadership experience in the security or law enforcement field.

  • Demonstrated leadership in all phases of law enforcement work, preferably in a campus or community-oriented policing environment.

  • Proven record of successful management of a law enforcement or security team or function similar in size and capacity as the BCCC Security department.

  • Experience working in a higher education environment preferred; large campuses or areas with multi-campus, multi-purpose buildings, and varying levels of risk assessment.

Skills, Knowledge, and Abilities

  • In-depth knowledge of security operations, city, state and federal regulations and laws.  Knowledge of emergency management principles, safety technologies, and applicable laws/regulations specific to higher education is strongly desired.

  • Experience in strategic planning, policy development, and proactive community engagement.

  • Strong judgment and decision-making skills; tact, discretion, ability, and commitment to maintain confidentiality.

  • Exhibits ability to manage emergency situations and to work effectively in tense situations.

  • Demonstrates calm, compassionate, and visible leader who values approachability, listening, and problem-solving.

  • Skilled ability to communicate effectively - to present ideas, both in writing and orally, in a technical and non-technical manner, with internal and external constituencies; and for preparation of high- level presentations, proposals, and executive briefings.

  • Ability to foster trust and maintain effective relationships with various campus and community populations.

Salary Range $85,112 - 112,063 (Salary placement determined based on experience above the minimum qualifications)
