Do you excel at leading complex programs that demand precision, strategy, and accountability? Join PEMCCO as a Program Manager, where you’ll provide overall direction and oversight for multiple task orders involving CPM scheduling and claims management. In this role, you’ll ensure contract performance meets client expectations, maintain quality and compliance across deliverables, and drive consistency in schedule development, analysis, and reporting for capital improvement projects.

Essential Functions 

      • Serve as the primary point of contact between PEMCCO and the client, responsible for coordinating all task orders and staff performance.
      • Oversee the development, review, and approval of project CPM schedules and claims analyses prepared under individual task orders.
      • Ensure that schedule management, reporting, and claims documentation meet client specifications, including baseline reviews, schedule logic integrity checks, and earned value alignment.
      • Manage QA/QC procedures for all deliverables prior to client submission.
      • Lead monthly coordination meetings, deliver executive briefings, and maintain schedule performance dashboards.
      • Supervise project controls, claims analysts, schedulers, and administrative staff, assigning priorities and ensuring consistent application of PEMCCO quality standards.
      • Monitor task order budgets, labor utilization, and billing documentation.
      • Identify process improvement opportunities, integrate automation tools (Primavera P6 EPPM, Acumen Fuse, Oracle Unifier), and support implementation of performance dashboards.

      Competencies   

        • Mastery of CPM scheduling, claims management, and forensic delay analysis.
        • Excellent leadership, negotiation, and communication skills.
        • Proficient in Primavera P6, MS Project, Acumen Fuse, and Oracle Unifier.
        • Deep understanding of DGS project delivery processes, COMAR procurement, and Maryland capital program workflows.

          Required Qualifications

            • Bachelor’s degree in Engineering, Construction Management, or related field.
            • 15+ years of project/program management experience in infrastructure, facilities, or public capital programs.
            • Valid driver’s license for statewide travel.

            Preferred Qualifications

                • PMP certification or Maryland Professional Engineer (PE) license.
                • Experience managing IQC task orders for DGS, MDOT, or SHA.

                Compensation
                •   $145 – $185 hourly, depending on experience, ability, and capability.
