Essential Duties & Responsibilities:

  • Oversees Public Works development review, Establishes effective and timely methods for plan review and approval. Monitors and evaluates the quality, efficiency, and consistency of review procedures.
  • Conducts and oversees technical development plan reviews. Evaluates development agreements, subdivision improvement agreements, legal descriptions, annexation maps, zoning documents, sketch plans, site plans, traffic impact analyses, construction drawings and associated opinion of probable construction cost, final plats (closure report consistent with plat), easements, right-of-way vacations, and pre-application submittals. Ensures compliance with applicable codes, regulations, policies, and standards.
  • Participates in staff meetings and prepares reports related to development review activities. Leads Public Works Development Review Committee meetings and additional coordination sessions, presenting concerns, variance requests, and gathering staff feedback.
  • Serves as a subject matter expert on Town Public Works design criteria and development review processes.
  • Manages all Public Works related comments for new development projects. Serves as the central routing point to Public Works staff for all submittals through the Development Application & Permitting Software, ensuring that comments from all relevant reviewers are gathered, documented, and uploaded. Coordinates internally and externally with developers, engineers, and stakeholders to resolve plan issues efficiently.
  • Reviews and provides recommendations based on Town code and the Transportation Design Criteria Manual (TDCM) on Public Works related variance and field change order requests.
  • Provides general oversight of the development review process, ensuring clear communication with developers, contractors, consulting engineers, and Town representatives to resolve escalated issues.
  • Acts as the primary contact for technical development review issues and updates. Schedules, tracks, and prepares progress reports.
  • Collaborates closely with Development Services staff on plan review and inspection issues, aiming to meet review timelines and maintain high customer service standards.
  • Assists Development Services with tracking development permits, sureties, warranties, and agreement triggers to ensure obligations are met.
  • Confirms environmental compliance with applicable federal, state, and local permits.
  • Contributes to the development and management of the annual division budget.
  • Conducts site visits to review topography, design, and project progress.
  • Reviews Town-managed escrow accounts and approves the disbursement of funds.
  • Researches and drafts updates for Town ordinances, design criteria, and technical standards.
  • Oversees annual updates to the Town’s transportation criteria manuals, including research and proposal of improvements.
  • Prepares and delivers presentations to Town Commissions and, when required, Town Council on development projects and technical standards.
  • May prepare or coordinate the development of the opinion of probable construction cost.
  • May perform basic engineering design and project management for routine development-related department projects.
  • Reviews and approves pavement design reports.
  • Performs other duties as assigned or required. 

 

Minimum Qualifications:

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.


Education:  Bachelor’s degree in Civil Engineering or related discipline

Experience: At least five (5) years of progressively responsible experience in development plan review, construction, or any closely related experience that includes leadership and/or supervisory experience; or an equivalent combination of education, training, and experience.

Required Licenses and/or Certifications: A Valid Colorado Driver's License

Preferred Qualifications:

  • Registration as a Professional Engineer  

 

Knowledge, Skills, and Abilities:

  • Thorough knowledge of the principles and practices of municipal Public Works development projects.
  • Knowledge of Town, state and federal engineering and environmental standards and regulations related to development.
  • Ability to communicate effectively with others orally and in writing.
  • Skill in leading and supervising others, including providing oversight to supervisory staff.
  • Ability to effectively read, interpret and analyze complex data and information including construction plans for compliance with Town standards and policies.
  • Ability to apply Town standards and policies to the development processes. 
  • Ability to provide guidance, assistance, and interpretation to others on application of regulations, procedures and standards.
  • Ability to use mathematical skills to generate reports, answer inquiries, read maps, develop flow chart calculations and cost analysis.
  • Working knowledge of Microsoft Word, Excel and Power Point.
  • Ability to establish and maintain effective work relationships.
  • Ability to effectively manage and complete multiple reviews simultaneously and timely. 
  • Ability to drive to and physically access work sites to perform duties in varying weather and environmental conditions.

 Physical Demands:

  • Sedentary work for long periods of time
  • Occasional physical work lifting no more than 10 pounds 
  • Occasional lifting, carrying, walking and standing
  • Occasionally required to use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; and stop, kneel, crouch or crawl
  • Frequent hand/eye coordination to operate personal computer and office equipment
  • Vision for reading, recording and interpreting information
  • Speech communication and hearing to maintain communication with employees and citizens


Work Environment:

  • Works primarily in a clean, comfortable environment
  • This position will conduct on-site project evaluations and attend out of office meetings
  • Some duties may be performed in potentially any weather and environmental conditions

Equipment Used:

  • Uses standard office equipment including a personal computer system
  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.

 

 

Must satisfactorily complete a criminal background check and driving record check prior to commencing employment.
