Oversees Dallas County’s identity and access management strategy, ensuring that access to systems, data, and resources aligns with compliance requirements and security policies. Focuses on strategic IAM architecture, governance, and policy creation, management and enforcement. Works closely with the Security Engineering team and collaborates across IT and business departments to design, improve, and maintain secure and auditable access control processes. Defines IAM policies, supports compliance initiatives, manages identity lifecycle integrations, and ensures proper access provisioning across hybrid environments.
Responsibilities
Develops, maintains, and enforces IAM governance policies, standards, and procedures to ensure consistent and secure access management practices across the organization. Serves as the primary liaison between IT, Security Engineering, and internal business units to align identity strategy with organizational goals and compliance requirements. Coordinates and leads periodic access reviews, certifications, and audits, ensuring evidence collection and policy adherence for compliance frameworks such as CJIS, HIPAA, and NIST. Provides strategic oversight and subject matter expertise for identity lifecycle processes including onboarding, offboarding, access request workflows, and role definitions. Guides the design and integration of IAM architecture and toolsets by partnering with technical teams to align implementation with governance expectations and policy controls. Monitors identity-related risk and accesses anomalies and participates in security governance or risk management discussions to evaluate and improve IAM-related controls. Maintains IAM documentation, including policies, process flows, standards, and stakeholder communication materials. Performs other duties as assigned.
Qualifications
Education, Experience and Training: Education and experience equivalent to a Bachelor’s degree in Information Systems, Cybersecurity, Computer Science, or a job related field of study. Six (6) years of work related experience in identity and access management. Certifications (Preferred): • Security or IAM-related certifications such as CISSP, CISM, or vendor-specific IAM certification. Special Requirements/Knowledge, Skills & Abilities: • Ability to effectively communicate, coordinate and collaborate across departments including IT, and other business units and departments. • Strong analytical, organizational, and documentation skills with a focus on policy enforcement and process improvement. • Ability to participate in an on-call rotation for after-hours security incident escalation. • Knowledge of identity lifecycle processes, role-based access control (RBAC), least privilege, and segregation of duties. • Knowledge of IAM risk considerations and how they intersect with audit, compliance, and security governance. • Ability to develop, document, and maintain identity policies, procedures, and standards for enterprise-wide use. • Skill in conducting access reviews, coordinating with stakeholders, and preparing evidence for audits and assessments. • Skill in interpreting regulatory requirements and translating them into actionable IAM governance practices. • Skill in designing and managing IAM policies, standards, and governance frameworks across hybrid environments. • Ability to support regulatory compliance initiatives (e.g., CJIS, HIPAA, NIST 800-53, PCI-DSS) from an identity governance perspective. • Knowledge of directory services (e.g., Active Directory, Azure AD), cloud identity platforms, and access management principles. Must have a valid Texas Driver's License and good driving record. Will be required to provide a copy of 10-year driving history. Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code. “Individuals holding or considered for a position which has, or may have, access to criminal justice databases including the FBI Criminal Justice Information Systems, NCIC/TCIC and similar databases, must pass a national fingerprint-based records check prior to placement in such position and may be denied placement in such positions and/or access to such systems. Incumbents must also maintain the ability to pass the records check while in the position or until such time that the Commissioners Court and the County Civil Service Commission deem this position no longer has this requirement.” Physical/Environmental Requirements: Standard office environment. Ability to lift and carry up to 25 lbs. unassisted. Work a 40-hour hybrid work week with on-call availability for two (2) days per month. Sitting for extended periods of time
