About the Department
Performs complex technical and professional work to design, implement and maintain the Hampton Sheriff’s Office Management Information System. Administers all aspects of the agency’s local area network and coordinates the technological needs of all HSO departments. Ensures secure access of sensitive data for authorized users. Pursuant to §15.2–1603 of the Code of Virginia incumbent is appointed at-will and serves at the pleasure of the Sheriff.
Position Duties
*Identifies and analyzes information needs of the Sheriff’s Office. Serves as liaison regarding systems planning and development activities. Analyzes existing manual systems to determine automation feasibility or possible standardization of existing automated systems. Performs feasibility and cost effectiveness studies for new and existing computer applications/systems. Meets with the leadership team on a regular basis to discuss and review system needs, evaluate projects and recommend actions to be taken.
*Conducts detailed alternative analyses and determines end-user requirements through consultation with end-users, IT staff, vendors, management and others.
*Delegates duties and tasks within the HSO IT team.
*Reviews completed tasks to ascertain compliance with standards.
*Monitors work of all team members and provide necessary advice and guidance.
*Performs regular appraisal of team member’s performance and devises improvement strategies.
*Assists in the design, development and implementation of long-range information systems. Coordinates major projects to determine hardware, software, personnel and budget requirements, system capabilities, and methods of integrating and communicating changes to users. Develops and documents schedules, procedures, and requirements for a long-range plan to integrate future networks into the agency network.
*Assists with the development, implementation and coordination of an agency-wide backup strategy of all servers and other sensitive data as necessary. Conducts routine verification of backups. Coordinates off-site storage and retrieval.
*Conceptualizes and designs integrated data processing systems of broad scope and high technical sophistication. Coordinates and/or performs research and resolves problems in new or existing systems. Writes clear and concise reports containing descriptive analytical, and evaluative content. Prepares system documentation in sufficient detail to explain the operation of the system to users, to provide guidance to the staff and to resolve system problems. Provide technical consultation, direction and training to staff; coordinates and conducts user training.
*Requests services from outside vendors as needed. Coordinates the installation of computer software and hardware acquired from outside vendors; keeps informed of technological advancements, availability from manufacturers, and evaluates applicability to the organization. Performs routine installation and maintenance of personal computers and related equipment within the agency and coordinates necessary repair services. Maintains inventory of departmental owned computer equipment and supplies.
*Establishes and maintains system documentation in sufficient detail to allow for the continuity of network operations in times of incumbent’s absence. Provides technical consultation, direction and training to staff. Coordinates and conducts user training.
*Administers security policies, security operations, and/or maintain oversight of information systems and data within the assigned area of information security responsibility. Works with management and technical staff to develop a comprehensive information security program for integrated IT systems within the agency.
*Maintains current knowledge of technological trends and advancements in the information technology field as well as security management practices, laws, policies, and ethics.
*Manages the design, modification and maintenance of a user-friendly website that offers the necessary functionality for agency staff and stakeholders. *Performs other duties as assigned.
Minimum Qualifications
Graduation from an accredited college or university with a Bachelors degree in Management Information Systems, Computer Science, or related field of study; considerable experience in LAN system design and some experience in computer programming and development. Education and/or experience related to law enforcement or corrections at the State and/or Local level is desirable; certification as Microsoft Certified Systems Engineer and/or Certified NetWare Engineer; extensive knowledge of various networking topologies, protocols (TCP/IP, IPX/SPX and NetBEUI) and Wide Area Networking; considerable knowledge of HTML; some knowledge of Microsoft BackOffice products; considerable knowledge of telecommunications and records systems; skilled in preparing technical written reports; ability to perform research, compile data, and perform statistical analysis; ability to communicate effectively both in writing and orally; ability to establish and maintain harmonious working relationships with individuals of various backgrounds from a variety of different levels in the city organization and the criminal justice system. Experience may substitute for education on the basis of one year of appropriate experience for each year of education.

Features
Performs duties under the general supervision of the Chief Deputy for Administration or the Director of Administrative Services. Ability to work independently and interpret assignments based on general directives. Considerable contact with department heads, supervisors, and other personnel, equipment vendors, and other outside agencies. This is a professional position which requires initiative, independent action, and decision making. Long, unusual hours may be required during times of emergency.
