MANAGEMENT LEVEL II BENEFITS

Position Duties
Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
Some duties, knowledge, skills, and abilities may be performed in a learning capacity for entry-level (I Level) positions.
- Manages and participates in the development and implementation of fiscal goals, objectives, policies, and priorities for assigned functions and activities.
- Oversees and participates in the development and administration of the department’s annual budget; forecasts revenues and additional funding need for staffing, equipment, materials and supplies, monitors and approves expenditures; directs and implements adjustments as necessary.
- Maintains and reviews financial and statistical records to control and disburse funds in accordance with the goals and objectives of the department.
- Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees on performance issues; responds to staff questions and concerns; makes discipline recommendations.
- Manages the implementation and monitoring of grants for the department; interprets and applies federal and state guidelines and ensures compliance for grant reimbursement; oversees the preparation of grant budgets; prepares expense reports.
- Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships.
- Examines supporting documentation to establish proper authorization and conformance with agreements, contracts and state and federal regulations from a Fiscal perspective.
- Evaluates alternative courses of action and makes recommendations that may include such areas as budget, cost analysis, productivity, or fiscal policy or procedure modifications.
- Identifies financial problems impacting assigned functional area; conducts extensive research into root causes and organizational impacts to ensure a systems approach to problem resolution.
- Confers with and advises divisional managers and department head on fiscal activities.
- Present and/or provide financial reporting to board members.
- Coordinates the department’s fiscal operations and internal controls with Auditor-Controller’s Office to supplement existing fiscal procedures to meet federal and state requirements.
- May provide lead responsibility for long-term planning.
- Provide technical support to outside auditors and governmental program auditors as needed.
- Assists in financial, operational, performance, and compliance audits with Federal subrecipients; conducts interviews; researches and analyzes documentation, reports, processes, policies, procedures, and various data; prepares reports and documents process, findings, and recommendations for improvement.
- Responsible for accounting system development within the department, reviews and recommends modifications to accounting systems and procedures.
- Reviews accounting documents to ensure accuracy of information and calculation and make correcting entries; prepares journal entries and reconciliations of general ledgers, journals, and subsidiary accounts and bank statements; prepares trial balances and financial statements and various financial reports.
- Manages loan disbursements; maintain loan applicant account records including applying loan payments, computing amortization schedules, monitoring account activity, and sending out monthly financial statements.
- Performs related duties as assigned.
Minimum Qualifications
EDUCATION AND EXPERIENCE
Education:
- Equivalent to bachelor’s degree from an accredited college or university with major coursework in business or public administration, accounting, finance, or a closely related field.
Experience:
- Two (2) years’ experience performing duties at a level equivalent to the classification of a Fiscal Analyst II with Kings County.
LICENSES AND CERTIFICATIONS
Licenses:
- Possession of a valid California driver’s license issued by the Department of Motor Vehicles at the time of appointment.
SPECIAL REQUIREMENTS
Qualify for security clearance through a background investigation and fingerprint check, which includes a credit check. Ability to work irregular hours as necessary and travel within and outside the County.

Note: The top 40 written test scoring applicants with passing scores will be invited to participate in the oral examination interview process.
