HEAD START/EARLY HEAD START in BEDFORD & FULTON COUNTIES

 

FULL TIME/EXEMPT

MONDAY-FRIDAY SCHEDULE

 

The Head Start and Early Head Start programs in Bedford and Fulton counties work in partnership with families to build children’s and parents’ strength, promote self-esteem, and encourage self-sufficiency and lifelong learning.  This position will coordinate, develop, implement, monitor, and evaluate special needs and mental health components as may be directed by the Head Start/Early Head Start Program Manager to ensure that the highest degree of quality services are provided to Head Start/Early Head Start children.

 

Responsibilities:

  • Plan, develop and implement the goals, policies, and activities designed to implement special needs and mental health transition objectives and to ensure components meet or exceed compliance with performance standards.
  • Analyze trends in the field as well as data on children and families in the program.
  • Develop community linkages to locate and access resources for families.
  • Develop and maintain effective communication with staff and parents.
  • Participate in the annual community needs assessment process, and assist in the development of the special needs, mental health transition component/plans based on the findings.  Integrate input from staff, parents and other community agencies in the planning process.
  • Monitor implementation of the special needs, mental health and transition plans and curricula making recommendations for improvements or corrective action.  Provide guidance to Teacher/PCE to implement curricula and objectives.
  • Regularly communicate with HS/EHS Director regarding needs, plans, preparation and monitoring of special needs services.
  • Coordinate the component program with other components, integrating input from staff, parents, and other community agencies into the planning process as appropriate.
  • Establish and maintain standards for the use of component forms and reporting procedures, including establishing a confidential record keeping system.
  • Advocate for and/or facilitate the development, expansion or quality improvement of services for low income children and families.
  • Compile statistics for the annual Program Information Report (PIR) for the special needs, mental health and transition components.
  • Coordinate and facilitate the annual self-assessment for the disability, mental health, and transition components according to regulations.  Review and evaluate the existing program with a team of council members, parents, staff and community representatives.
  • Oversee and monitor the mental health screening process, ensuring use of appropriate screening tool and process and training of Head Start/Early Head Start staff on techniques to administer.
  • Ensure screening results are communicated to Child Development Manager and are linked to ongoing developmental assessment process and subsequent referrals.
  • Direct and/or monitor activities of Teacher/PCE regarding the IEP/IFSP, including the provision of direct services to children and the making of necessary referrals.  Serve as resource person to staff and/or families, as requested.  Ensure IEP/IFSP progress is updated regularly.
  • Facilitate mental health observations and arrange for evaluations on children, as necessary.
  • Coordinate case review staffing.
  • Participate in the interagency organizations and cooperate with all agencies involved with the education and care of young children in Bedford and Fulton Counties.  LICC is mandatory in both counties.

Qualifications:

  • Minimum of a Bachelor’s degree, preferably in Special Education or Early Childhood Education.
  • Minimum of three years of work-related experience in a human services setting to include working with low-income children and families.
  • Must have valid PA. Driver’s license.  Act 31 and 34/151 and FBI clearances required.
