The Prince George's County Fire/Emergency Medical Services (EMS) Department is currently seeking qualified applicants to fill an Assistant Human Resources Manager (Human Resources Analyst 5G) position, grade G29 in the Human Resources Division.

About the Position

The Prince George’s County Fire/EMS Department is seeking a candidate who brings a depth of experience and proven leadership within public safety, government and/or large public-sector organizations, especially in roles requiring policy interpretation, labor relations and management oversight for day-to-day HR operations.  This position plays a key support role to the HR Manager, helping lead critical HR operations that directly support both Sworn Fire/EMS personnel and Civilian staff.


Responsibilities involve handling sensitive tasks that contribute to high-level decision-making, organizational effectiveness, and strategic planning. Assignments are varied and require initiative, discretion, and the ability to work independently. Work is performed under general supervision, with performance evaluated based on overall impact on managerial improvement and operational efficiency within the department.

Position Duties

Recruitment & Staffing Oversight

  • Provide oversight for end-to-end recruitment processes for Sworn and Civilian positions, including developing job postings, managing candidate pipelines, and ensuring compliance with County policies.
  • Oversee the administration and coordination of promotional examination processes for all Sworn Fire/EMS ranks, working closely with the Office of Human Resources Management (OHRM), internal command staff, and external testing vendors to ensure fair, validated, and timely promotional cycles.
  • Ensure staffing efforts align with departmental needs, succession planning, and long-term workforce development goals.

 

Performance Management

  • Assist with the administration of the department’s performance appraisal system.
  • Provide guidance to supervisors on evaluation procedures and documentation.
  • Support the development and tracking of Performance Improvement Plans (PIPs).
  • Monitor timelines and compliance with personnel policies related to performance cycles

Labor Management Engagement
  • Support HR Manager in grievance handling, investigatory processes, and disciplinary documentation.
  • Assist in coordinating meetings with union representatives and preparing case materials.
  • Research labor contract language to support compliance and policy interpretation.
  • Track and report on labor-related issues and case outcomes.


HRIS, Benefits, Time & Pay Administration

  • Lead and modernize HR operations by implementing systems and processes that streamline the employee experience.
  • Oversee all personnel transactions, including time, attendance, benefits, and compensation records.
  • Ensure HRIS systems are accurate, compliant, and responsive to evolving workforce needs.


Policy Development, Administration & Governance

  • Draft, recommend, and enforce HR policies and procedures tailored to the department's structure and evolving needs.
  • Serve as a liaison to the Office of Human Resources Management (OHRM) and other County governance bodies.
  • Oversee internal policy working groups, managing stakeholder engagement and compliance timelines.

Minimum Qualifications

Minimum Qualifications

  • Master's degree from an accredited college or university in the Human Resources/Personnel Management, Organizational Development, Business/Public Management, Psychology, or closely related field
  • Four (4) years of professional level human resources experience with at least two (2) years in a supervisory role
  • Possession and maintenance of a driver's license
An equivalent combination of relevant education and experience may be considered, however, there is no equivalent substitution for supervisory experience.

Preferred Qualifications
  • 8+ years of progressively responsible HR leadership experience, including at least 3 years in public safety or in government agencies at the local, state, or federal level.
  • A successful track record managing or advising on HR operations in unionized, civil service, or regulatory environments.
  • Demonstrated ability to navigate and implement human resources policies within a complex government structure, including compliance with merit-based employment systems, administrative procedures, and public accountability standards.
  • In-depth experience managing or coordinating with county or municipal HR departments, legislative bodies, legal offices, and ethics boards.
  • Prior responsibility for guiding multi-functional HR teams in public-sector settings, especially during transitions, restructures, or compliance reviews.
  • A strong understanding of public finance, budget impact on HR decisions, and workforce optimization in a government setting.
  • Experience representing HR leadership during labor negotiations, grievance processes, arbitrations, and public hearings.
  • Familiarity with public-sector HR systems (e.g., NEOGOV, SAP, Kronos).

  • Successfully pass preemployment checks which may include reference checks, background investigations, and drug screenings, where applicable.
  • Be willing to serve as an essential employee.  Essential employees are expected to report during standard or non-standard hours as operations necessitate, or during emergencies. Essential employees are also expected to report or remain at work when other County employees are granted Administrative Leave.
