Assisted Living and Social Services (ALSS) helps provide stability and security for vulnerable Albertans, including seniors, people with disabilities, low-income individuals and those facing homelessness, while also providing opportunities to foster independence and quality of life. This includes supporting the delivery of preventive programming and helping Albertans access disability services, homelessness supports, financial assistance and employment services, seniors supports and other social-based programs. The Employment and Financial Services division within Assisted Living and Social Services (ALSS) provides financial assistance to Albertans through the Income Support and AISH programs. The Common Service Delivery (CSD) branch is responsible for the Income Support Contact Centre (ISCC) which provides emergency financial assistance through 24/7 operations. The ISCC plays an integral role ensuring Albertans basic needs are met 24/7 and through provincial emergencies such as wildfires or floods.
Role Responsibilities
The EISC Advisor is responsible for processing payments to vendors on Procurement Card (P-Card), Vouchers and other payment forms issued for emergency benefits by the Income Support Contact Centre and Health and Funeral Benefits Unit.
Reporting to the Supervisor, Centralized Payment and Data Entry Unit, the Advisor also performs contact center duties that involve contacting vendors to troubleshoot discrepancies on invoices or payments and inquiries for the Tax Credit Information Slips for Income Support and AISH clients. The Advisor interprets legislation, policies, and guidelines for these programs, and in doing so, exercises considerable discretion and judgment in approving invoices for payment.
The Advisor provides a comprehensive and diverse range of services required to support the effective and efficient functioning of the Centralized Payment and Data Entry unit (CPDE). Decisions range from troubleshooting payment issues to assisting clients understanding with their tax slip.
The Advisor is required to ensure that complete and accurate information is available prior to finalizing the financial component to the position. This position must frequently contact clients and vendors in writing, or by phone to obtain and/or clarify information and may be required to compose original letters when corresponding with clients. The Advisor must be tactful, professional, and discrete in these situations, maintaining confidentiality of clients while balancing the requirement to obtain information necessary to appropriately apply program criteria and guidelines.
This position completes work within the parameters of established policies and processes of the unit and branch. The Supervisor sets unit priorities to control work effectively and written instructions are typically provided for major changes to current program delivery, new programs, or system modifications. The Advisor’s work is reviewed in terms of achievement of outcomes, with the Advisor meeting with the Supervisor to discuss performance, primarily in terms of appropriateness and timeliness of decisions made.

Qualifications
High school diploma and three years of related experience.
Equivalency: Directly related experience or education considered on the basis of: one year of experience for one year of education or one year of education for one year of experience.
This position requires an extensive knowledge and skills:
- In-depth knowledge of all applicable legislation, regulations, policies, criteria, guidelines, processes, and procedures for client funding.
- Excellent, articulate, and concise writing abilities and good mathematical abilities.
- Be able to analyze information provided on IT systems and paper application/correspondence.
- Software tools necessary to carry out all responsibilities (i.e., The Microsoft Office Suite, including Outlook, Excel, Word, and PowerPoint, , TOI, CCD, LISA, Mobius, DIMG, 1GX).
- Analytical, research, and decision-making skills, including ability to pay close attention to detail.
- Organizational and time management skills, including ability to function effectively and independently in a high-volume work environment.
- Strong interpersonal skills.
- Excellent verbal and written communication skills are required to clarify facts, explain policies/legislation, and direct client to the most appropriate course of action.
- Strong focus and commitment to the provision of excellent client service.
- Ability to effectively manage stress.
- Confidence and ability to efficiently and effectively diffuse hostility and resolve conflicts.
