Context

Effective environment and natural resources management is at the heart of the World Bank Group’s (WBG) poverty reduction agenda. The Global Environment Department, within the World Bank Group’s Planet vertical, provides expertise, technical assistance, and financing to help low- and middle-income countries manage terrestrial and aquatic natural resources to help create jobs, improve livelihoods, enhance ecosystem services, decrease pollution, increase resilience to climate change and develop economies sustainably. It is primarily responsible for (i) designing and leading global programs; (ii) resource mobilization, donor coordination, and trust-fund management; (iii) conducting key global studies to advance the environmental agenda globally and internally; (iv) knowledge management and portfolio monitoring and reporting.

The World Bank Global Program for the Blue Economy, PROBLUE, is an Umbrella Multi-Donor Trust Fund hosted within the Global Environment Department (SENG2) that supports the sustainable and integrated development of marine and coastal resources in a healthy ocean. The program is dedicated to helping client countries transition to a blue economy approach and implement necessary actions promoting economic growth, jobs creation, preservation or improvement of livelihoods and social inclusion while at the same time ensuring environmental sustainability of the ocean and coastal areas. PROBLUE, which now has a portfolio of over $180 million dollars activities, acts as an accelerator of World Bank Investments in the Blue Economy.

PROBLUE has a Monitoring and Evaluation plan, developed in collaboration with its Partnership Council, designed to assess its performance using a results framework that includes indicators for outputs, intermediate outcomes, and outcomes.  With over 300 activities, including around 200 active grants in over 100 countries, further support is needed for the program’s Monitoring and Evaluation, as well reporting on the program and its grants.

Roles and Responsibilities

The SENG2 unit is recruiting an Extended-Term Consultant (ETC) with experience in monitoring and evaluation (M&E) of development programs. The Consultant will support SENG2’s monitoring and reporting function with a focus on the ENV’s umbrella trust fund PROBLUE. The ETC will be based in Washington, work under guidance of SENG2’s Monitoring and Evaluation Specialist and PROBLUE’s Program Manager, and report to the SENG2’s Practice Manager.

 

Objective

 

The objective of this consultancy is to coordinate PROBLUE’s results monitoring and reporting, and to support SENG2’s broader M&E function.

The ETC’s main tasks and responsibilities include:

1.   Results Monitoring and Reporting of PROBLUE:

• Coordinate on the implementation of PROBLUE’s M&E Plan and serve as PROBLUE focal point for M&E related tasks and questions.

• Perform M&E reviews of PROBLUE grant proposals and provide improvement suggestions as needed to ensure that supported activities apply solid result chains, in line with PROBLUE M&E plan, with clear, realistic, and ambitious outputs, outcomes & targets, and with clear descriptions of influence pathways.

• Help coordinate M&E work among ENV’s programs to ensure consistent and aligned M&E approaches, compliant with donor agreements and WB’s M&E guidance and policies.

• Update PROBLUE’s results framework and M&E plans.  Suggest and implement improvements in M&E systems, processes, and tools to facilitate timely, efficient and accurate results reporting of activities funded by PROBLUE.

• Prepare and package results data and visualizations for donor/partner meetings, progress reviews, mid-term/final reviews, annual reports, management briefs, memos, ad-hoc requests and more.

• Track progress against PROBLUE results indicators:

• Gather and review PROBLUE progress and completions reports, as well as progress reports and ISRs of PROBLUE co-financed projects. Extract, verify and validate results data from the reports and enter the data into PROBLUE’s results tracking system. Follow-up with task teams for clarification on results reports where needed.

• Send out reporting templates to task teams and follow-up for clarification on results reports as needed.

• Consolidate results data into reportable formats for PROBLUE annual reports and results briefs. Develop tables, charts, results narratives, and presentations to visualize and summarize results data.

• Update, merge, and optimize PROBLUE’s global results tracking files and databases, including as relevant through the use of AI.

• Introduce innovations through piloting new approaches, including the use of AI and other innovative technologies.

• Record targets of approved grant proposals in tracking systems and consolidate target data into reportable formats for the annual report and results briefs. Prepare target updates for PROBLUE’s results indicators.

• Design and develop visual representations of PROBLUE’s results, including interactive and static results maps, and infographics.

• Support preparation of the Annual Workplan and Budget from the M&E perspective.

• Respond to ad-hoc requests about PROBLUE results data from Management, (prospective) PROBLUE donors, and/or other stakeholders.

• Participate in meetings where PROBLUE results/grant data are discussed/presented.

2. PROBLUE grant monitoring & processing

• Support PROBLUE in its transition to a comprehensive Grant Management System (GMS) in close collaboration with colleagues from the PROBLUE Secretariat, Global Environment Department and colleagues from other World Bank Departments working on developing such GMS.

• Serve as the liaison between the PROBLUE colleagues, teams, and departments regarding the M&E aspects for the development of an enhanced Grant Management System (GMS), including related to results monitoring, reporting and visualizations.

• Liaise with teams managing related platforms and systems (e.g., data scientists, IT specialists, Power BI developers) to ensure consistency, accuracy, and integration of results data across outputs.

• Provide ad-hoc grant monitoring support to PROBLUE’s Grant Monitoring focal point, as needed.

3.   Support SENG2’s broader M&E function

• Participate in ENV’s Monitoring & Reporting Team meetings and contribute to initiatives that support SENG’s 2 broader M&E function, including in support of cross-program learning and methodology alignment for indicator tracker.  

• Serve as a versatile M&E analyst, providing support across multiple programs as needed, and adapting to evolving priorities to ensure effective implementation of M&E activities.

• Prepare qualitative and quantitative inputs to corporate reports, including but not limited to, updates on relevant PROBLUE results, as well as ENV-related portfolio data and results reporting as needed.

• Respond to ad-hoc results data requests, and contribute to briefs, talking points, and other inputs for Sr. Management to provide updates on nature related outcomes of PROBLUE and other World Bank financed projects or programs. Package relevant data in easily digestive formats to convey key messages.
 
4.   Undertake other tasks that are compatible with the objective of the Consultancy as requested by SENG2’s Monitoring and Evaluation Specialists and PROBLUE Program Manager.

Selection Criteria

• Graduate degree (Masters) in economics, statistics, natural sciences, or other academic discipline relevant to the World Bank's mission. 
• Minimum of 2–3 years of relevant professional experience, including demonstrated global expertise in data collection, analysis, and presentation.
• Proven experience on Monitoring and Evaluation of programs or projects, if possible linked to the blue economy. 
• Proficiency in Excel and Power Points, and proven experience in developing and organizing large datasets. 
• Excellent writing, oral and presentation skills. Including ability to write concisely and clearly convey complex outcomes of data analysis in a clear manner.
• Knowledge of the global policy and economic context of the World Bank’s work on the Blue Economy is a plus, particularly with a focus on middle-income countries, lower-middle-income countries, Small Island Developing States (SIDS), and Least Developed Countries (LDCs).
• Good organizational skills and capacity to work simultaneously and effectively on a variety of tasks.
• Self-motivated and ability to work independently.
• Experience in working for the World Bank and having good knowledge of the Bank’s processes, tools, and procedures, especially regarding trust funds and sustainable development, is a plus. Experience with World Bank Trust Fund is an advantage.
• Prior experience in collecting financial and results data on World Bank portfolios is a plus. 
• Proficiency in using analytics and reporting tools (Microsoft Power BI) and programming tools (R and Python) is a plus.
