The Development Manager is a results-driven leader who excels at guiding cross-functional teams to deliver complex projects on time, within scope, and within budget. This role requires strategic leadership, strong communication, and proven project management skills, with the ability to engage diverse stakeholders, balance competing priorities, and ensure full compliance with Talos Energy policies and regulatory requirements.

DUTIES & RESPONSIBILITIES:

This position will be responsible for development projects at Talos Energy including but not limited to:

Leadership & Oversight

  • Provide direction across the full project lifecycle, from concept to execution and closeout.
  • Lead and motivate cross-functional teams—including subsurface, drilling, completions, SURF, topsides, and Operational Readiness—ensuring collaboration and accountability.
  • Serve as the primary liaison for internal stakeholders, joint-venture partners, regulators, and vendors.

Planning & Execution

  • Coordinate, develop and manage project plans, schedules, and budgets to deliver on scope, cost, and performance targets.
  • Oversee preparation and approval of execution plans and cost estimates, ensuring projects meet regulatory and contractual requirements.
  • Monitor performance metrics, identify risks, and implement mitigation strategies.

Communication & Reporting

  • Ensure timely, consistent communication of project objectives, risks, and milestones to leadership and stakeholders.
  • Lead regular project reviews and status updates, providing transparency on progress, costs, and resource utilization.
  • Resolve conflicts constructively, balancing competing priorities and maintaining alignment across disciplines.

Technical Support

  • Provide guidance and oversight into technical matters to ensure project quality and efficiency.
  • Review and approve engineering deliverables and design packages for accuracy, compliance, and constructability.
  • Support troubleshooting, de-bottlenecking, and optimization of facilities when needed.
  • Oversee data gathering, site surveys, and validation of design bases to ensure robust project execution.

Stakeholder & Regulatory Engagement

  • Coordinate design reviews, approvals, and regulatory submittals with agencies such as BSEE, USCG, and ABS.
  • Oversee vendor engagement, from selection and contracting through performance oversight.
  • Support commissioning and Operational Readiness, ensuring smooth handover to operations.

Strategic Contributions

  • Support business development by contributing to proposals, technical studies, and client presentations.
  • Drive innovation by evaluating new technologies and process improvements.
  • Foster a culture of safety, teamwork, and continuous improvement across all project teams.

EDUCATION & EXPERIENCE:

  • Bachelor’s degree in engineering or related field
  • Minimum of 15 years of experience in offshore facilities and construction
  • Experience managing personnel preferred
  • Field operations experience preferred

 QUALIFICATIONS & SKILLS:

  • Proven experience in contract management and vendor coordination.
  • Strong financial acumen with expertise in budget tracking and cost control.
  • Exceptional written and verbal communication skills.
  • In-depth knowledge of industry codes, standards, and regulations (API, ASME, ANSI, NFPA, BSEE).
  • High level of integrity with the ability to navigate ethical situations effectively.
  • Demonstrated success in managing complex, multi-faceted projects concurrently.
  • Proficiency in industry-standard software applications relevant to the discipline.
  • Willingness to travel to vendor offices, field operations, and industry conferences (approximately once or twice per month).
  • Commitment to personal growth through self-awareness and proactive development.
  • Flexibility to work a demanding schedule, including support of offshore operations and construction activities on weekends and holidays when required.

CERTIFICATES & LICENSES:

  • A current professional license in an engineering discipline, from a state licensing board and/or PMP certification preferred.

PHYSICAL REQUIREMENTS:

  • Employee must be able to sit for extended periods of time and have use of arms and hands in repetitive motion. A fair amount of standing and walking is also required for the position.
  • Ability to travel without limitation, including airplanes, helicopters and boats and use of swing ropes.
  • Ability to move freely on offshore oil rigs, including stairs ladders, and lifting up to 50 lbs. Endure extreme weather conditions, hazardous atmospheres.
