The Savannah River National Laboratory’s newly established Technology Partnerships Office (TPO) is seeking experienced Partnership Agreement team members at either the Specialist or Senior Specialist level. This person will play a crucial role in shaping the office's best practices and establishing its operational framework. The TPO collaborates with SRNL staff, industrial partners, and the DOE to facilitate impactful research partnerships, transition SRNL innovations into the marketplace, and strengthen regional innovation ecosystems. This is an exciting opportunity for a seasoned partnership agreement specialist to assume greater responsibility and have a direct mission impact as a key member of a small and growing team.
Job Summary:
The Battelle Savannah River Alliance, LLC (BSRA) is seeking a highly skilled and motivated Partnership Agreement Specialist to join the Technology Partnerships Office. The successful candidate will play a key role in supporting the technology transfer mission of BSRA by drafting, managing, and negotiating Cooperative Research and Development Agreements (CRADAs), Strategic Partnership Projects (SPPs) for nonfederal partners, and other related agreements such as Non-Disclosure Agreements (NDAs).
Responsibilities
Key Responsibilities:
• Agreement Drafting and Negotiation: Prepare, negotiate, and finalize new partnership agreements where BSRA is performing reimbursable work for external clients. Ensure terms are acceptable to both BSRA and the partner and comply with federal laws, DOE Orders, regulations, and BSRA policies.
• Documentation Management: Develop comprehensive and complete agreement documentation, including amendments and extensions to existing technology transfer agreements. Use internal systems and databases to submit and track agreement status.
• Portfolio Management: Independently manage a portfolio of assigned, pending, and existing agreements, ensuring their successful administration and compliance with BSRA standards.
• Research Staff Counseling: Provide counsel to research staff on statutory, policy, substantive, and procedural requirements for implementing nonfederal partnership mechanisms. Serve as a resource for SRNL research staff and external collaborators on partnering mechanisms.
• Stakeholder Relationship Management: Establish and maintain effective communication and positive working relationships with internal/external customers and stakeholders. Effectively manage competing priorities to meet challenging deadlines.
Other Responsibilities:
• Strategic Communication: Assist in preparing and managing internal and external project communications, including reports and documents for the TPO’s CRADA, SPP, and other reimbursable agreement emplacement activities.
• Internal Coordination: Work with internal stakeholders such as general counsel, export control, classification, environmental safety and health, and other offices to obtain required reviews and ensure the acceptability of contractual legal terms and conditions.
• Licensing Support: Support the licensing of SRNL technology by partnering with the licensing team within the TPO.
Qualifications
Education and Experience:
Bachelor’s degree or higher and a minimum of 10 years of relevant work experience, including at least 5 years of experience in negotiating partnership agreements, technology licenses, and other relevant agreements. Bachelor’s degree or higher.
- Proven ability to manage multiple tasks, work independently, and recommend process improvements.
- Demonstrated ability to communicate effectively with a wide variety of professionals in various fields including science, legal, business, and marketing.
- Excellent written and oral communication skills and good interpersonal skills.
- Proven ability to work effectively as a team member in a collaborative environment.
- Ability to perform consistently and professionally while under pressure and achieve results while maintaining the integrity of the contracting process.
- Strong organization, time management, and problem-solving skills, with an emphasis on customer interaction with sponsoring organizations.
Preferred Qualifications:
- Education: Master’s degree or higher and 7+ years of related experience.
- Experience: Familiarity/working knowledge of federal regulations (FAR, DEAR) surrounding SPPs, CRADAs, and Licenses. Actual experience working in a federal research laboratory environment or experience negotiating federal government contracts and technology transfer agreements is highly desirable.
