The goals of the Certified Community Behavioral Health Clinics program in MN are to 1) increase access to community-based mental health and substance use disorder services (particularly to under-served communities), 2) advance integration of behavioral health with physical health care, and 3) improve utilization of evidence-based practices on a more consistent basis.

Position Summary:

The Chief Clinical Officer provides strategic and operational leadership for all clinical services across the agency, ensuring high-quality, evidence-based, and compliant behavioral health care. The CCO integrates clinical excellence with operational oversight to ensure smooth delivery of services, staff efficiency, and client-centered care. 


Duties/Responsibilities:

  • Oversee daily operations, of all assigned departments, programs, and functions as assigned.  
  • Ensure clinical programs (behavioral health, psychiatry, SUD, early childhood, crisis services) maintain high-quality care and compliance with licensing, accreditation, and funding requirements. 
  • Supervise the clinical and program leaders to promote evidence-based practice (EBP) adoption. 
  • Lead clinical training, workforce development, and supervision standards for staff. 
  • Collaborate with administrative and operations leaders to coordinate staffing, workflows, and resource allocation in programs. 
  • Monitor program capacity, scheduling, and service access to optimize client flow. 
  • Participate in budgeting and financial planning for clinical programs. 
  • Oversee integration of operational systems (EHR, scheduling, telehealth platforms) to support clinical efficiency. 
  • Lead clinical quality assurance and performance improvement initiatives. 
  • Ensure HIPAA compliance, risk management, and incident reporting across clinical services. 
  • Advise CEO and executive leadership on clinical program development, expansion, and service integration. 
  • Participate in strategic planning, funding initiatives, and community partnerships. 
  • Foster interdepartmental collaboration to align clinical operations with organizational goals. 
  • Collaborate across departments to implement operational policies that support clinical compliance and efficiency. 

Required Skills/Abilities:

  • Regular and reliable attendance is a requirement to this position

Education and Experience:

  • Master’s or Doctoral degree in Social Work, Psychology, Counseling, Nursing, or related clinical field required. 
  • Licensed in relevant discipline (e.g., LCSW, LP, LPCC, RN) as required by state regulations. 
  • Certifications in clinical leadership, trauma-informed care, or evidence-based practices preferred. 

Experience 

  • Minimum 7–10 years of progressive clinical leadership experience in a mental health, SUD, or behavioral health setting. 
  • Demonstrated success managing multiple clinical programs or service lines, including crisis services, outpatient therapy, psychiatric services, and residential or school-based programs. 
  • Experience supervising licensed clinical staff, clinical directors, and program managers. 
  • Familiarity with Medicaid, CARF, or other regulatory/compliance standards in behavioral health. 
  • Experience collaborating with operations and finance teams to align clinical programs with organizational resources. 

Knowledge & Skills 

  • In-depth knowledge of evidence-based clinical practices (e.g., CBT, DBT, trauma-informed care) and their integration across programs. 
  • Strong understanding of clinical compliance, quality assurance, risk management, and performance improvement. 
  • Knowledge of behavioral health program operations, staffing models, and client flow management. 
  • Ability to use data to monitor clinical outcomes and program effectiveness. 
  • Excellent interpersonal, communication, and conflict resolution skills. 
  • Ability to provide visionary leadership, mentor staff, and foster a culture of continuous improvement.

Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to perform financial calculations and analyses in MS Excel; including application of the pivot table. 

Reasoning Ability

  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to apply principles of therapeutic change to needs of individual clients.  

Certificates, Licenses, Registrations

  • Valid Class "D" Driver’s License. Proof of current vehicle insurance. 

Physical Requirements:

  • Adequate level of vision to use computer  
  • Sufficient hearing to accurately record information received verbally 
  • Ability to climb stairs  
  • Ability to sit and to stand for extended periods of time 
  • Ability to lift up to twenty-five (25) pounds 
  • Ability to use a computer keyboard 
  • Must be 18 years of age 
  • Must be able to maintain a Minnesota driver's license and auto insurance
