Position Summary
The Human Resources Business Partner (HRBP) is a strategic advisor and collaborative partner to departments within an assigned portfolio. The HRBP builds and maintains strong relationships across all levels of management and staff to ensure the successful development and implementation of agency-wide initiatives. This role works closely with department leaders to proactively shape and lead HR strategies focused on employee engagement, organizational design and development, change management, performance management, compensation planning, and succession planning. The HRBP drives results through proactive planning, data-informed decision-making, and HR expertise, delivering integrated solutions that strengthen organizational culture and effectiveness. This role reports to the Senior Director of Human Resources.

MassHousing operates under a hybrid work model; therefore, employees are expected to work on-site according to a schedule determined in collaboration with their manager and based on the needs of the role. To support effective onboarding, new employees may be required to work in the office more frequently during their first 90 days.
Strategic Business Partnership
- Build and sustain strong relationships across all levels within supported business areas, serving as a trusted advisor and strategic partner
- Collaborate with department leaders to assess HR needs, identify challenges, and design people strategies that align and advance departmental and organizational goals
- Provide data-informed HR guidance that support business priorities and fosters organizational effectiveness
- Lead initiatives that promote employee engagement, strengthen workplace culture, and encourage open communication
- Partner with leaders to identify opportunities for workforce optimization and continuous improvement
- Facilitate workshops, seminars, and training sessions to build leadership capability and enhance HR knowledge
Talent and Organizational Development
- Lead the talent management process for supported business areas, including onboarding, performance planning, goal setting, professional development, evaluations, and offboarding
- Partner with leaders to ensure effective workforce planning and succession planning that align with long-term business needs
- Identify and support high-potential employees through targeted development plans and growth opportunities
- Collaborate with the Talent Acquisition Manager to support equitable and effective hiring, onboarding, and internal mobility practices
- Leverage metrics to inform talent strategies, including succession planning and talent pools
- Conduct and analyze exit interviews to identify trends and recommend continuous improvement initiatives
Employee Relations
- Partner with managers and employees to coach, mediate, and strengthen workplace relationships that foster a positive and inclusive environment
- Provide guidance and support to address performance concerns, develop performance improvement plans, and resolve conflicts constructively
- Manage employee relations issues, grievances, and investigations in partnership with internal stakeholders
- Offer counsel and ensure fair, consistent, and legally compliant practices in all employee relations matters
Change Management
- Lead and support change management initiatives that advance organizational transformation and performance
- Partner with leaders to develop and implement change management plans that address the people side of change
- Communicate effectively with internal stakeholders to build understanding and commitment through transitions
- Provide coaching and support to managers and employees to strengthen adaptability and resilience
- Assess the impact of change initiatives and adjust strategies to ensure successful adoption and long-term sustainability
Compliance & Policy Management
- Ensure consistent application of HR policies and in compliance with applicable laws and internal standards
- Serve as lead investigator for workplace investigations involving allegations of harassment, discrimination, or misconduct
- Assist in the development, implementation, and maintenance of HR policies, procedures, and employee handbook that align with best practices, comply with legal standards, and support organizational objectives
- Review and update policies regularly to ensure clarity, relevance, and effectiveness
- Communicate policy changes clearly to supported business areas and providing training and guidance as needed
Data and Insights
- Gather, interpret, and analyze HR and organizational data to identify trends, measure effectiveness, and inform strategic decisions
- Researching industry trends, benchmarks, and best practices to guide continuous improvement and innovative HR solutions
- Monitor, evaluate, and report on HR programs and initiatives to assess impact and ensure alignment with organizational goals
- Present data-driven insights to leaders to support proactive planning, logical decision-making, and meaningful improvements
Security
- Comply with MassHousing’s Information Security Program and all other Agency information security policies and procedures
- Take responsibility for any Agency assets assigned to you
- Promptly report any security events, incidents, or weaknesses to MassHousing’s Information Security Team
Minimum Qualifications
- Bachelor’s degree in human resources, business administration, or a related field
- 8+ years of progressively responsible professional experience in human resources
- Strong knowledge of HR best practices, employment laws, and business operations
- Proven ability to assess needs, build relationships, influence outcomes, and partner effectively across all levels across the organization
- Experience successfully implementing HR strategies that drive business results
- Proficiency with HR Information Systems
- Advanced proficiency with Microsoft Office applications
Preferred Qualifications
- SPHR certification
- Research skills relative to policy writing
- Strong understanding of talent acquisition best practices and recruitment metrics
- Excellent presentation skills

Salary Range: $113,143.50 - $147,086.55
