TERMS OF EMPLOYMENT: 12 months
QUALIFICATIONS:
- Bachelor’s degree in Accounting, Finance, or Business Administration, preferred
- Five or more years of progressively responsible related experience in a government or school system setting.
- School Business Director Certification (NCASBO), preferred
- Extensive knowledge of accounting software and processes, budgeting, spreadsheet and database programs, and generally-accepted accounting principles.
NATURE OF WORK: The Assistant Finance Officer supports the Senior Director of Finance in the effective management of the district’s fiscal operations, ensuring compliance with local, state, and federal financial regulations. This position assists with budget preparation, financial reporting, auditing, and internal controls while providing technical guidance and support to schools and departments to promote sound financial practices and accountability.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Considerable knowledge of generally accepted accounting principles, audit requirements, internal controls, and fiscal management practices for governmental entities.
- Considerable knowledge of local, state, and federal fiscal regulations, including the management of special funds.
- Proficiency in financial software systems used for budget management and accounting transactions.
- Strong computer skills, including advanced proficiency in Microsoft Office applications.
- Ability to communicate effectively, both orally and in writing, with school and district-level staff.
- Ability to plan, organize, and prioritize multiple tasks and projects to meet established deadlines.
- Ability to work independently and collaboratively within a team environment.
- Ability to maintain confidentiality in compliance with local, state, and federal requirements.
- Ability to establish and maintain effective working relationships with others.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. This list is meant to be representative, not exhaustive. - Follows all policies and procedures of Martin County Schools and complies with applicable state and federal regulations related to school finance.
- Serves as system manager for district financial platforms, including managing user access for LINQ, AppGarden, and related systems.
- Assists with preparation, implementation, and monitoring of district and school budgets, including allotments, amendments, transfers, and reconciliations.
- Prepares and analyzes monthly, quarterly, and annual financial statements and reports, including required state and federal submissions.
- Performs journal entries, general ledger reconciliations, and bank statement reconciliations; researches and resolves budget and accounting discrepancies.
- Assists with fiscal year-end closeout procedures and supports external audit preparation, including audit work papers and narratives.
- Ensures compliance with purchasing, accounting, and internal control requirements; recommends process improvements to enhance efficiency and accuracy.
- Conducts school and departmental financial reviews and random audits as directed by the Senior Director of Finance.
- Provides technical assistance and customer service to school treasurers, principals, and department staff regarding budget and finance procedures.
- Provides or coordinates training for Finance Department personnel and school-based staff on financial procedures, software systems, and updates.
- Monitors software updates and system reliability; coordinates with vendors or staff to resolve issues.
- Supports recruitment, onboarding, and supervision of Finance Department personnel as assigned.
- Prepares and submits required tax forms and compliance reports, including 1099s and Medicaid Administrative Outreach reports.
- Assists in developing and maintaining financial systems, policies, and procedures to ensure compliance and operational efficiency.
- Performs other related duties as assigned by the Senior Director of Finance.
PHYSICAL AND COGNITIVE REQUIREMENTS:
The major physical and cognitive requirements listed below are applicable to the Assistant Finance Officer job classification within Martin County Schools. Work in this classification is considered light physical work requiring the exertion of up to 50 pounds of force occasionally and a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects.
Physical Requirements: Must be able to use a variety of equipment and classroom tools such as computers, copiers, typewriters, calculators, pencils, scissors, equipment for children with special needs, etc.

Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using office equipment.
Manual Dexterity: Requires the ability to handle a variety of office machines, etc. Must have minimal levels of eye/hand/ foot coordination.
Color Discrimination: Requires the ability to differentiate between colors and shades of color.
Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress.

While performing the duties of this job, the employee regularly works in indoor and outdoor environments and comes into direct contact with MCS staff, students, and the public. The noise level in the work environment is usually minimal. The work is performed in the Central Office and schools.
