The Thurston County Auditor’s Office is seeking a highly skilled and motivated Senior Management Analyst to provide advanced technical, professional, and managerial oversight in the areas of governmental accounting, financial reporting, systems administration, and policy development. This position functions as a deputy to the Financial Services Manager, supporting division leadership, supervising accounting staff, coordinating system improvements, and ensuring the integrity of countywide financial operations.

Essential functions may include, but are not limited to, the following:

  • Provides leadership, direction, and oversight for assigned accounting and technical staff, ensuring adherence to GAAP, GASB, and state and federal regulations.
  • Supports the Financial Services Manager in the planning, coordination, and execution of countywide accounting operations, internal controls, and compliance reviews.
  • Leads or assists with financial system configuration and process improvement initiatives within Oracle Cloud ERP, ensuring data integrity, accurate reporting, and effective workflows across departments.
  • Develops and maintains accounting policies and procedures that promote consistency, accountability, and transparency across offices and departments. 
  • Coordinates with departments to resolve complex accounting, grant, and reporting issues; provides professional guidance and training to support compliance and accuracy.
  • Represents the Financial Services Division on cross-departmental project teams, including system steering committees and audit coordination groups.
  • Serves as acting Financial Services Manager in their absence.
  • Supervises assigned accounting staff including Accounts Payable, Payroll, Accounts Receivable and GL. 
  • Leads coordination and development of Thurston County’s Preliminary Budget.
  • Leads the design, preparation and publication of the complex County reports, including the Schedule of Expenditure of Federal Awards, for the Washington State Auditor's Office. 
  • May also participate in the development and administration of the countywide cost allocation plan, annual comprehensive financial report, and revenue forecasts.
  • Assists in the development and monitoring of budget, grants, subrecipient monitoring, policies and procedures, and serves as a resource to county offices and departments on budget related issues. 
  • Assists the Financial Services Manager in the development of accounting and financial policies and procedures and serves as a resource to County offices and departments on governmental accounting issues.

WORKING CONDITIONS:

  • Work Environment – Quiet office setting located in Olympia, Washington. Work is primarily performed at a desk or workstation using a computer and standard office equipment. Hybrid and remote work options are available based on business needs and performance.
  • Schedule – Monday through Friday, 8:00 a.m. to 5:00 p.m. Occasional extended hours may be required to meet critical deadlines, particularly during budget development or fiscal year-end closing. Alternative work schedules may be available.
  • Travel Requirements – Limited travel may be required to attend meetings, trainings, or provide onsite support to other departments.
  • Customer Interactions – Regular interaction with internal customers, including elected officials, department staff, and other government agencies. Communication occurs via phone, email, virtual meetings, and in-person consultations.

QUALIFICATIONS: 

  • Bachelor’s degree in finance, accounting, business administration or related field. Any equivalent combination of education and/or experience may be substituted for education on a year for year basis.
  • Six years of increasing responsible experience in analysis, design, forecasting, and planning of local government budgets, budget management, and support processes.  
  • Ability to utilize a personal computer and applicable software to successfully perform the essential functions of the position.
     
     

DESIRED SKILLS: 

  • Certification as a Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), or Certified Public Finance Officer.
  • Master’s degree in Accounting, Business Administration or Public Administration (MPA) with an emphasis in finance, accounting, or management.
  • Strong working knowledge of:
    • Generally Accepted Accounting Principles
    • Governmental Accounting Standards Board pronouncements, including statements, interpretations, technical bulletins, and exposure drafts
    • Financial Accounting Standards
    • Generally Accepted Auditing Standards
    • Other standards and guidelines issued by nationally recognized accounting and auditing organizations
  • Experience with Oracle Fusion Cloud 
  • Proficiency in Oracle Transactional Business Intelligence (OTBI), Oracle Analytics Cloud, Oracle Business Intelligence Publisher, and Oracle Smart View for report development and data analysis.
  • Advanced skills in Microsoft Excel, including the use of pivot tables, Power Query, and complex formulas and functions.
  • Experience supervising and training staff.
