Join the Office of Behavioral Health (OBH) in a key leadership role that supports the development and execution of statewide behavioral health initiatives. The Program Manager 1A serves as a strategic advisor to the Assistant Secretary and Executive Management Team, leading special projects, coordinating policy and legislative efforts, providing program and fiscal analysis, and strengthening collaboration between executive leadership and program staff. Position Duties
Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:
- Acts as executive management liaison and confidential assistant. Maintains upmost confidentiality on project, budget and personnel issues, etc.
- Performs interagency coordination of activities with other state and local agencies having shared or common goals; serves as liaison for agency on interagency workgroups.
- Provides on-going consultation and technical assistance to professional and support staff on programmatic issues and serves as Executive Management Team liaison to staff.
- Serves as project manager and functional supervisor of staff on special projects as assigned by the Assistant Secretary. Initiates and prepares the required/requested reports and management dashboards to meet the expectations of the OBH Assistant Secretary.
- Develops current and long-range plans, policies and procedures for managing the agency program(s) including business/strategic plans under the executive oversight. This often includes researching statewide and national trends in behavioral health and state and federal regulations relative to behavioral health programs with particular focus on the legislative programs.
- Responds to reporter requests and coordinates information for the Office for press releases and media interviews.
- Acts as single point of contact for all media inquiries.
- Prepares correspondence on complex and sensitive matters to local elected officials and high-level state officials that affect the department or office.
