As the City’s newest SCADA and IS Manager with Water Services, you will actively support and uphold the City’s stated mission and values. You will be in charge of or you will oversee several small teams, including GIS, Digital Assets, CMMS, Security Access, and SCADA. These teams are responsible for supporting the operations of water treatment, water distribution, stormwater maintenance, wastewater treatment, reclamation, distribution, and wastewater collection. The role includes managing both short-term and long-term planning, budgeting, project management, master planning, and the establishment of standards. Position Duties

EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY)

  • Acts as a Water Services Division's liaison with the IT Section's Network Administer.
  • Provides excellent customer service to both internal and external customers.
  • Manages I&E Supervisors and the IT Administrator in the Water Services Division, providing direction in daily work activities and assignments.
  • Maintains confidentiality and security with data access.
  • Keeps abreast of IS/SCADA technology trends through training, periodicals and experimentation in a test environment.
  • Maintains compliance with project management methodology and process.
  • Works directly with clients and vendors on complex issues providing quality customer service.
  • Assists with creating long and short-term goals of the division to achieve Water Services' SCADA, GIS and all Information System objectives.
  • Acts as the project manager on large projects, as required.
  • Participates in cybersecurity audits to include Federal, State, local agency review.
  • Assist in developing an ongoing Water Service cyber security plan
  • Acts as the point of contact for all software and database issues for the SCADA system and SCADA network including all client applications.
  • Provides front-line service to end-users on hardware and software related challenges.
  • Assists with coordinating the annual technology replacement cycle including installation and decommission of hardware/software.
  • Responsible for implementing and operating network security equipment (firewall, remote access, network intrusion prevention, and user authentication).
  • Responsible for configuring and installing network communication equipment (Radios, Modems, Routers, Managed Switches, and Uninterruptable Power Supplies).
  • Responsible for SCADA database administration, including installing and updating software.
  • Responsible for alarm monitoring and notification software, including installing and updating software.
  • Responsible for network security monitoring, including installing and updating software.
  • Maintains SCADA network server, updates, and installs all server-side software.
  • Responsible for maintenance and support of the Water Services SCADA network.
  • Assists and consults on how the SCADA network is set up for maximum efficiency and security.
  • Manages all service and license agreements, version control, and patch management of Water Services SCADA software.
  • Troubleshoots software and hardware issues in SCADA system.
  • Formats SCADA databases to be compatible with other Water Services systems (GIS, WIMS, SAMS, CMMS, and Historian).
  • Conducts SCADA project management with understanding of planning, budgets, personnel, schedules, procurement, and implementation.

Minimum Qualifications

MINIMUM REQUIREMENTS

  • Four-year degree in computer science, computer engineering, or related technical field.
  • Five years of related on-the-job experience.
  • Two years of supervisory experience.
  • Or any combination of education, experience, and training equivalent to the above minimum requirements. 
DESIRED EXPERIENCE AND TRAINING
  • Experience working in a Microsoft Windows and Office environment.
  • Experience with maintenance & modification of Cisco Networks, and Citect SCADA system.
  • Cisco Network Certification Associate, Network+ Certification, IT Security Certification
  • Extensive experience designing, programming, testing and implementing automation control systems
  • Water, water reclamation, or wastewater treatment system automation
  • Windows Server and Virtualization experience
  • Configuring and operating Domain Name Services, DHCP services
  • Knowledge of Ethernet protocols
  • Experience with Win_911 Alarm monitoring and notification software
  • Cyber security
  • GIS experience with ESRI ArcGIS or Similar platforms
  • Infomatics and data science
  • Working knowledge of PLC programming (modicon, Alen Bradley etc...)
  • Water Treatment and /or  Water Reclamation process knowledge 
OTHER REQUIREMENTS
  • Regular attendance is an essential function of this job to ensure continuity.
