MANTECH seeks a motivated, career- and customer-oriented Navy Program Analyst to join our team working in Washington, D.C. This is a hybrid position requiring 3 days onsite and 2 days remote per week.Responsibilities include but are not limited to:Obtain, organize, and analyze data from various sources regarding the status of availability planning efforts, including Ship Change Documents (SCDs), Ship Installation Drawings (SIDs), and Integrated Logistics Support (ILS) materials, and determine the funding required to support availability planning and executionReview technical, schedule, and cost aspects of maintenance and modernization Alteration Work Packages (AWPs) and coordinate with availability schedulesProvide technical expertise to support the ship modernization process and recommendations for process improvements as applicableProvide research support of NDE, NAVWAR Installation Database (IDB), and PARM Fielding plans, and assist in optimizing planned modernization work packages for each availabilityReview schedules, installation strategies, material support plans, and provide risk assessments and proposed resolutions as requiredProvide status updates, analyses, and recommendations about technical and programmatic issues with the Modernization Programs for surface shipsCreate executive summaries, charts, graphs, and other products that convey ship availability status, work package execution status, and issue resolution updatesProvide technical and management support to resolve planning, design, material, or other issues for ships in availabilitiesSupport End of Availability (EOA) actions, including but not limited to work package closure activities, and naval message preparationTravel up to 10%Minimum Qualifications:6+ years of experience conducting program or project analysis in direct support of Navy surface ship operationsBachelor’s degree in any field or a High School Diploma and 12+ years of related experience as detailed aboveProven understanding of naval systems, operations, and/or shipboard environmentsExperience developing Program Objective Memorandums (POM) following the DoD Planning, Programming, Budgeting, and Execution (PPBE) processExperience managing cost, schedule, performance, and risk for complex projects or programsPreferred Qualifications:Familiarity with Navy maintenance and modernization processes and implementationClearance Requirements:Must be a U.S. Citizen and possess an active or current Secret security clearance.Physical Requirements:The person in this position must be able to remain in a stationary position 50% of the time.Occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers, via email, phone, and or virtual communication, which may involve delivering presentations.
