1. *Oversee and manage projects and educational support services for low-income pre-college students and their families (i.e. Student Success Class, Credit Recovery and Enrichment Opportunities, Teacher Training, Family Involvement and Community Partnerships).
2. *Manage day-to-day project operations and carry out fiscal, personnel, and reporting functions necessary to meet the project's goals and provide for the project's effective and efficient operation.
3. *Recruit, employ and manage qualified individuals for various professional and staff support positions to carry out grant mission; Supervise and lead a staff of diverse and experienced professionals and student assistants in the field of assignment.
4. Ensure the accurate and complete collection for every activity/event and organization of participant data and documents reflecting participant educational progress. Confirm student achievement data with the National Student Clearinghouse.
5. Develop, implement and monitor the policies, procedures and use of resources to carry out project in coordination with state and federal agencies, community organizations, DOE administration, service providers and business leaders.
6. *Oversee all project budgets and ensure full and proper utilization of federal, state, and private resources; communicate and monitor appropriate use of fiscal and other resources by staff, contractors, and partners.
7. Develop and train staff to implement and monitor appropriate systems for records and reports, including on-line systems used by staff and partners, to ensure financial accountability and reporting.
8. Serve as technical resource for identifying, documenting and certifying matching resources toward the grant. Responsible for completeness and accuracy of financial, program and outcome reporting to Office of Research Services and the federal government.
9. *Provide technical requirements, fiscal requirements, descriptions of work, and plans and establishes and assesses work schedules and standards for acceptable work of staff, contractors and subgrantees.
10. *Develop, implement and monitor MOAs w/partner schools, community organizations, and businesses. Ensure proper match and contribution and keep partner activities aligned with goals of grant. Convene and facilitate meetings with partnership organizations.
11. *Oversee financial support program for students; work with businesses, community organizations and other groups to increase financial assistance and college access to students.
12. Oversee long-term planning, development and implementation of curriculum, assessments, evaluations, and instruction of student success skills component of project; organize professional development and in-service trainings for project teachers.
13. *Administer the federal GEAR UP project at project schools. Align and coordinate all activities and events at the schools in accordance w/the college and career goals of GEAR UP, which may include working outside of normal business hours such as evenings, weekends and/or holidays as needed. Provide staff programmatic updates on a monthly basis.
14. Plan and coordinate outreach activities and evaluate effectiveness to all students served, so participation rates in relevant program activities (e.g., credit recovery opportunities) meet or exceed the average participation rate of their peers.
15. Identify and implement tech tools to help students and families w/college fit/match/readiness and to help staff monitor student progress. Meet and coordinate with tech department for appropriate and effective pedagogical tools in implementing college prep and awareness curriculum.
16. *Conduct summative and formative evaluation and submit program reports to U.S. Department of Education. A submittal of appropriate program and activity data and survey required after every event and to be contributed to the bi-annual external evaluation.

Minimum Qualifications
1. Possession of a baccalaureate degree in liberal arts, social sciences, arts and humanities, science, education, business administration, public administration, or related field and 3 year(s) of progressively responsible professional experience with responsibilities for planning and implementing college readiness or success activities; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
2. Considerable working knowledge of principles, practices and techniques in the area of college readiness or success activities as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
3. Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with college readiness or success activities.
4. Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
5. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
6. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
7. Demonstrated ability to operate a personal computer, apply word processing software.
8. If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
9. Experience in utilizing recordkeeping systems and procedures and monitoring program budgets.
10. Knowledge of secondary and post secondary school resources such as tutoring, mentoring, or digital media resources.
11. Knowledge of and experience working with outreach and recruitment efforts aimed at low-income and disadvantaged secondary school students, particularly Asian and Pacific Islanders.
12. Some knowledge of grants management and/or matching contributions for federal grants.
13. Ability to administer, manage or coordinate college access programs.
14. Ability to travel to and from co-location sites in a timely manner by means of personal vehicle with valid driver's license or comparable means of transportation to perform duties, which meet position needs.
15. Ability to work outside of normal working hours, including evenings, weekends and holidays, as directed.
Desirable Qualifications
1. Master's degree in Education, Social Sciences, Public Administration or related field or concurrent enrollment.
2. Experience in UH and RCUH administrative policies and procedures as well as federal GEAR UP policies and regulations and EDGAR.
3. Experience in grants management and/or funding opportunities that impact low-income students.
4. Knowledge and experience in directing similar college readiness projects and in working with students, faculty, staff, and members from the Waipahu, Wahiawa, and/or Hilo communities.
5. Experience working in a K-12 setting with knowledge of GEAR UP and/or Title I schools in Hawaii.
