Duties and Responsibilities
- *Coordinate non-credit workforce development programs. Design customized training solutions for business, industry, community, and agencies, aligning with state or national certifications and credentialing where possible. Implement and evaluate programs and course offerings. Assignments may include, but are not limited to Business, Computer Science, Entrepreneurship, and Applied Skilled Trades.
- * Use labor market research to assess regional and state workforce training and education needs, including economic development trends. Research existing programs/courses to assess viability of new and/or existing programming.
- * Identify resources needed for training opportunities, which may include recommending qualified instructors, curriculum materials, equipment, and facilities. Conduct research and data analysis to assess student needs and resources available for overcoming training barriers and increasing retention and completion.
- * Manage program operations: coordinate recruitment of short-term instructors, may hire, supervise, and train support personnel. Prepare budgets and financial plans for programs/courses in accordance with revenue generation policies and procedures to monitor fiscal viability of programs/courses. Coordinate processing of personnel and procurement documents, and contracts.
- *Develop partnerships within the University and with county and state agencies, professional organizations, industry and community representatives.to Identify opportunities for coordinated delivery of programs and exchange of training information.
- * Maintain accurate program logs and records of trainings, resources, revenues and expenses. Provide reports of activity as requested, including annual program report and key benchmarks such as cancellation rates, completion rates, course evaluations, operating margins (revenues: expenses).
- *Pursue funding for programs, and local sources of resources that provides support to students. Prepare extramural grant proposals, including grant budgets and reports. Assist with drafting contract narratives, justifications, continuances/extensions.
- *Recommend and prepare new initiative programs, such as, non-credit to credit articulation.
- *Create and implement marketing and outreach plans, including promotional materials, for workforce development programs. Actively maintains program public relations.

*Essential Function
Minimum Qualifications
- Possession of a baccalaureate degree in Business, Business Administration, Education, Social Science, or related field and three (3) years of progressively responsible professional experience with responsibilities for workforce development programs, budget management, needs assessment and/or program evaluation; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
- Considerable working knowledge of principles, practices and techniques in the area of continuing education as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
- Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with continuing education.
- Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
- Demonstrated ability to operate a personal computer and apply word processing software.
- If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
Desirable Qualifications
- Knowledge and demonstrated ability to draft training agreements and MOAs with partnering agencies.
- Experience with distance education and on-line learning management systems.
- Ability to exercise reasonable judgement and provide clear guidance in managing a variety of workforce development programs.
- Demonstrated ability to work effectively with diverse populations, including non-credit adult learners and community college students.
- Certifications in program planning and design of training programs, and/or continuing education administration.
- Successful teaching experience in workforce training programs or in a post-secondary institution.
- Successful grant writing experience, or grant writing ability.
