About the Department

This position is designated as a safety/security sensitive position and is subject to random drug and alcohol screening.

JOB OBJECTIVE:  This is a civilian position that provides social service assistance and follow-up on calls for service to include crisis intervention, citizen mental health issues, homelessness, substance abuse, short-term counseling, advocacy, referrals and related social services in coordination with uniform Police personnel encountering citizens/residents in City of Little Rock communities for the Little Rock Police Department.

Position Duties

  1. Participates on a social services response team designed to address crisis intervention, citizen mental health issues, homelessness, short-term counseling, victims of violent crimes, domestic disputes, traumatic incidents and death, indigent populations, and mental health/substance abuse cases in coordination with uniform Police personnel encountering citizens/residents in City of Little Rock communities.
  2. Provides mentorship to social work student interns, assigned uniform Police personnel, and community volunteers; trains social work student interns from area colleges and univesrities, assigned uniform Police personnel in social work methods, principles and practices.
  3. Provides emergency social service assistance and performs field work to proactively provide assistance and consultation to uniform Police personnel, Homeless Services Advocate, and other City staff members encountering citizens/residents in crisis situations and in need of services to include but not limited to, homelessness, basic needs (food, clothing and shelter), financial assistance, housing, legal matters, provides in-home comprehensive assessments as appropriate; administers screenings, provides crisis intervention, offers short term assistance, immediate help and crisis care to individuals who have experienced an event that produces mental, physical, emotional and behavioral distress, through follow-up and referral to appropriate agencies; assesses and determines the level and scope of care needed and connects citizens/residents with necessary health care and/or behavioral health providers and services; answers questions and provides information and referrals to appropriate community agencies and organizations.
  4. Presents various social services-related training programs to include Crisis Intervention Training (CIT) training and other related educational trainings and conducts in-service training for uniform police personnel to include, how to respond to rape victims, how to de-escalate a potentially violent situation, how to talk to child victims and how to look for potential mental health and substance abuse problems and other educational seminars relevant to the uniform police personnel from the social service perspective.
  5. Submits performance measurement metrics to measure the success of social worker intervention activities in the community and within the police department. 
  6. Provides short-term individual, marital, and family counseling in situations involving domestic disputes, substance abuse, mental health issues, trauma, grief and loss, life transitions, adolescent and geriatric issues and provides resources and referrals for additional services and long-term assistance.
  7. Works closely with social service providers and other local stakeholders including local schools, community schools, hospitals, crisis stabilization units, and area mental and behavioral health facilities to coordinate care. 
  8. Assists the Departmental Victim Services Unit with victims and witnesses of violent crimes, elderly crime victims, domestic and sexual abuse, and child victims of crime by providing support, examine alternatives, making a safety plan, locating community based services, providing guidance with the criminal justice process, facilitating transportation, and offering other appropriate services and/or referrals.
  9. Conducts public education programs to enhance police-community relations, promote awareness of available social services to educate, inform, and empower underrepresented and marginalized populations, including vulnerable communities, unsheltered, and immigrant populations in the City of Little Rock.
  10. Testifies in court with cases as necessary.
  11. Provides community education on current procedures and practices related to mental health, crimes, prevention and intervention strategies.
  12. Develops communication and promotional strategies to increase awareness of Departmental social services program activities; produces communication materials, including brochures, calendars, flyers, information pamphlets, and other promotional/public information materials to inform the public of social services activities; submits all marketing materials to Police Major prior to dissemination of materials; distributes materials.
  13. Attends Board of Directors meetings and various meetings with other agencies, and community groups to answer questions and provide information regarding social service program activities and issues in City of Little Rock communities.
  14. Administers basic first aid, including cardiopulmonary resuscitation (CPR), to injured individuals; telephones emergency personnel for individuals requiring medical attention; completes appropriate paperwork.
  15. Establishes and maintains confidential client records and case files for counseling services and related information in compliance with all applicable laws, guidelines, policies, and procedures.
  16. Operates a computer with database, desktop publishing, graphics, spreadsheet, and word processing software.
  17. Operates a City pool automobile in the performance of essential job functions.

SUPERVISORY RESPONSIBILITIES: Social Work student interns.

Minimum Qualifications

These knowledge, skills, and abilities are usually, although not always, acquired through completion of a Master’s Degree in Social Work (MSW) from an accredited college/university to include five (5) years of professional-level social work experience preferably in a law enforcement agency or related area and two (2) years of supervisory experience.  Equivalent combinations of education and experience will be considered. 

ADDITIONAL REQUIREMENTS:   

  • Must possess a valid Arkansas Class D (Non-Commercial Vehicle) Driver’s License before employment and maintain licensure for the duration of employment in this position. 

  • Must possess active licensure through the Arkansas Social Work Licensing Board as a Licensed Master Social Worker (LMSW) before employment and maintain active licensure for the duration of employment in this position.      

  • Must possess Standard First Aid and Community CPR certifications, or other certifications which incorporate Standard First Aid and Infant, Child and Adult CPR, within ninety (90) days of employment, and maintain certifications for the duration of employment in this position. 

  • Must be available to work and provide emergency assistance outside of regular business hours to include evenings, nights, weekends, and holidays as require
