ESSENTIAL FUNCTIONS, PRIMARY RESPONSIBILITIES AND OBJECTIVES:
Reporting to the Executive Director for Human Resources (“Executive Director”), the Human Resources Business Partner (“HRBP”) provides HR leadership and expertise and assists in the management of the day-to-day operations of the Human Resources office. The HRBP works closely with employees across the College, providing guidance, training and support with respect to hiring and onboarding, benefits, leave management, employee relations, compensation and performance management and other HR related matters. The HRBP will also develop, implement and supervise various HR programs, metrics and services that are consistent with the College’s mission and strategic plan.
This position is visible to the entire College community and to the public at all levels as it routinely interacts with all constituent groups of the College.
Some aspects of this position may be able to be done remotely, but the position requires in-person attendance and the ability to occasionally travel to other locations.
ESSENTIAL FUNCTIONS:
- Assist the Executive Director in developing and implementing HR strategies and initiatives aligned with the College’s goals and Institutional Strategic Plan.
- Employee Relations:
- Coach, mentor and guide employees in supervisor positions; assist in the training of management on various HR related topics.
- Coordinate all internal investigations - selecting the individuals to be interviewed, setting the setting the interview schedule, either sitting in on or conducting the interviews themselves, and preparing a final report.
- Prepare disciplinary process letters and termination letters as necessary through cooperation with the College’s legal counsel.
- Benefit Administration:
- Serve as liaison between the employees and the College’s broker for insurance issues. Assist the Executive Director with evaluating insurance options annually and actively participate in the annual negotiation process.
- Coordinate the Open Enrollment process and oversee wellness initiatives to ensure compliance, maximum effectiveness and relevance.
- Leave Management: Oversee and ensure compliance with respect to leave management (FMLA, ADA, Workers Compensation).
- HRIS Management: Implement HR technology solutions and processes to streamline HR functions and improve operational efficiency.
- Recruitment: Oversee recruitment process to include our applicant tracking system, interviews, offers, background checks and related compliance and metrics.
- Onboarding: Deliver a robust onboarding experience for new all hires based on best practices and current trends, continuously evaluating and improving the process based on participant feedback.
- Training & Development:
- Develop and oversee robust management and leadership development programs for College employees.
- Coordinate mandated and professional development training to staff.
- Coordinate mandated and professional development training to staff.
- Performance Management: Assist managers with addressing performance issues and implementing corrective action and performance improvement plans as necessary.
- HR Metrics. Responsible for the development and monitoring of human resource metrics and the implementation of actions based on those metrics.
- Recommends and proposes new HR approaches, policies, and procedures to effect continual and purposeful improvements in efficiency and data-driven decisions.
- Organizational Design. Work with department managers to optimize organizational design to increase productivity and improve performance of the College.
- Off boarding:
- Has oversight of unemployment data/responses and attendance at hearings and appeals as required.
- Create and implement an off-boarding program to include collection of data through exit interviews. Analyze data to identify ways to reduce unwanted turnover and/or areas of concern.
- Policy Review/Compliance: Periodically review and modify HR policies (to include the Employee Handbook) to ensure compliance, communicating any required changes as necessary.
- Compliance/Reporting: Shared responsibility
- Ensure all compliance and regulatory reporting is conducted in an accurate and timely manner (i.e. IPEDS survey, Title IX, etc.).
- Collaborate with other departmental heads to ensure that overlapping or related initiatives are coordinated.
- Attend annual commencement ceremony and other designated College events.
- Other duties and responsibilities as assigned.
KEY COMPETENCIES:
- Knowledge of all state and federal regulations that pertain to the College.
- Ability to think strategically.
- Ability to communicate effectively in writing, verbally and electronically.
- Ability to listen and deal fairly in all HR related matters.
- Ability to motivate and counsel employees.
- Understanding of HR analytics; familiarity with data collection methods, both quantitative and qualitative.

EDUCATION:
- Bachelor’s degree in human resources, business administration or related field.
- PHR and/or SHRM-CP certification required; SPHR and/or SHRM-SCP certification preferred.
EXPERIENCE:
- 4 – 5 years’ experience in Human Resources in a business or educational setting.
PHYSICAL REQUIREMENTS:
- Position will require the ability to frequently reach, stand, walk, bend, twist, grasp, sit, talk, hear, see, climb and perform repetitive motions.
- Position will require the ability to lift and carry items up to 20 pounds, and push/pull items weighing up to 50 pounds.
