Reporting to the Manager, Operations and Maintenance Budget Development (Manager), the Senior Budget/FMB Analyst (Analyst) is a key member of the team that is responsible for the production of the Government of Nunavut's (GN) annual budget documents: Main, Capital, and Supplementary Estimates (budget documents), and Three-Year Forecast (3YF). This position provides independent and objective analysis and advice in the assessment of departmental requests to the Financial Management Board (FMB), financial management advice and support to all entities in the GN's Government Reporting Entity (GRE) (includes all departments, territorial corporations and statutory bodies), and monitors compliance with FMB direction and governing authorities (e.g., Financial Administration Act (FAA), the Financial Administration Manual (FAM), GN policies/legislation).

Located in Iqaluit, the Analyst requires a thorough knowledge of the government's budget development process and financial management process and controls. Analysis and advice provided by the incumbent may directly impact the program and expenditure areas of the entire GRE. This is a key position directly involved in the preparation of the territory's annual budget and supplementary documents and in helping to maintain the Department of Finance's role in determining and projecting territorial expenditures.

Responsibilities

The Analyst will perform other duties that the Manager or Senior Management may assign including; 

  • Review of compensation and benefits costs that impact budget development, such as employer cost calculations, overtime, etc.
  • Provide any financial and IEP data to Corporate Policy that is required for the Public Service Annual Report. 
  • Participate in the development and coordination of the annual budget development process; support to departments during the development of the Main and Capital Estimates and review of the estimates to ensure compliance with Cabinet/FMB direction, and completeness and accuracy.
  • Participate in the development/revision of GN governing authorities (e.g. legislation, policy, procedures, standards and guidelines) for government-wide application to Main/Capital and Supplementary Estimates, and financial, budget, and position/person-year management control.
  • Provide and/or assist in support services (e.g. research, briefings, coordination or information) to Legislative Assembly Standing Committees.
  • Participate in special research or development projects for the FMB, departments, or in support of government-wide initiatives.

Qualifications

The knowledge, skills, and abilities required for this job are usually obtained through completion of an undergraduate Degree in Economics, Business Administration, Public Administration, Human Resources or related field from a recognized institution, plus three (3) years of central agency experience within government or broadly based progressive experience (e.g., financial management, planning, program design and/or evaluation) within governments or other related fields.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
