About the Position:

Reporting to the Manager of Portfolio Management within the Strategy Delivery department, the Senior Program Manager - Business Operations serves as the strategic owner of SEIU 775 Benefits Group's Organizational Alignment (OA) process. This role is responsible for maintaining and evolving the systems that enable cross-functional collaboration, strategic planning, and resource alignment across the organization, to meet emerging needs. The ideal candidate will bring business operations expertise with a commitment to continuous improvement, actively seeking stakeholder feedback and challenging existing processes when they no longer serve organizational needs. This position operates at the intersection of strategy and execution, ensuring operational practices support the effective delivery of high-quality benefits and services to over 50,000 Washington caregivers. Success in this role requires adaptability, systems thinking, and the ability to design user-centered solutions that drive organizational effectiveness.

You Will:

 Strategic Ownership:

  • Own complex, cross-functional initiatives from initiation through completion, ensuring alignment with strategic business objectives and organizational goals;
  • Lead the evolution and continuous improvement of the Organizational Alignment (OA) process; driving effective strategic planning, operating planning, and enterprise-wide collaboration;
  • Proactively identify opportunities to enhance OA processes and tools, partnering with business leaders and Portfolio Managers to design solutions that improve organizational effectiveness.

Operational Excellence:

  • Manage day-to-day OA operations including cross-functional facilitation, senior leadership meeting preparation, roadmap maintenance, and alignment activities;
  • Maintain comprehensive project documentation and tracking systems, providing stakeholders with transparent, real-time visibility into status, decisions, risks, and dependencies;
  • Responsible for clear communication across the organization and multiple departments to clearly communicate strategy, decisions, and changes to priorities.

Relationship & Influence:

  • Facilitate productive cross-functional meetings with thorough preparation, clear objectives, and consistent follow-through on decisions and action items;
  • Build credibility and trust with stakeholders at all levels by seeking alignment early, incorporating feedback meaningfully, and delivering reliably on commitments.

Culture Building:

  • Mentor team members in program management, portfolio management, and facilitation disciplines, helping to build organizational portfolio management capability and maturity;
  • Model adaptability by right-sizing methodology and approach to fit organizational culture, project complexity, and stakeholder needs.

 You Will Need to Have:

 Education & Experience:

  • Bachelor’s degree in business administration, business operations, non-profit management, or other applicable subject area, OR 3-5 years of experience in project management or business operations;
  • Fluency in standard program and project management tools (e.g., Excel, Visio, Smartsheet, Confluence);
  • 3-5 years Project or portfolio management experience demonstrating the ability to pivot between managing individual projects and overseeing broader portfolios, with a focus on designing stakeholder-centered processes that enable delivery rather than adding administrative burden;
  • Track record of leading organizational change initiatives or process improvement projects in fast-paced, matrixed environments.

Working Style & Approach:

  • Exceptional attention to detail and quality orientation, consistently delivering work that meets stakeholder requirements;
  • Comfortable navigating ambiguity and shifting priorities by proactively seeking clarity, making sound decisions with incomplete information, and adapting approaches as organizational needs evolve;
  • Growth mindset with demonstrated ability to receive feedback openly and implement meaningful improvements.

Relationship & Influence Skills:

  • Strong stakeholder management abilities with proven success, building credibility with senior leaders, aligning competing interests, and maintaining productive cross-functional relationships;
  • Experience leading and influencing without direct authority in collaborative, consensus-driven environments;
  • Demonstrated commitment to equity, diversity, and inclusion, with experience centering equity in process design and stakeholder engagement.

Strategic & Analytical Capabilities:

  • Strong problem-solving skills with ability to identify root causes, develop creative solutions to complex challenges, and make data-informed recommendations;
  • Capacity to balance strategic thinking with tactical execution, knowing when to focus on details and when to maintain a higher-level view.

It Will Be Great if You Have:

  • PMP or similar certification;
  • Startup and/or non-profit experience;
  • Experience with Agile/hybrid project management methodologies and comfort right-sizing approaches to organizational context;
