The Accounting Technician II ensures every public health professional has the supplies, tools, and equipment they need to serve our community effectively. From managing accounts payable and purchasing to keeping financial records precise and compliant, this role connects the behind-the-scenes work of budgeting and procurement to the front-line mission of protecting and improving public health. Position Duties
• Process invoices, purchase requisitions and purchase orders, and payments consistent with county, state and federal policy and guidelines • Serve as purchasing liaison with vendors: solicit quotes, submit purchase requisitions, track orders • Receive, verify, and distribute supplies and materials • Maintain financial documentation and prepare reports for local, state, and federal requirements (e.g. Medicaid cost settlement) • Monitor inventory and coordinate maintenance for medical and office equipment • Manage disposal of biohazard materials and confidential waste • Serve as liaison with maintenance and facilities, submit work orders as needed • Serve as liaison with cleaning vendor, oversee work to ensure standards are consistently met • Support accreditation efforts by managing required documentation and procedures • Provide administrative support to Health Director, Business Officer, and staff • Participate in emergency preparedness and response when needed
Minimum Qualifications
Education & Experience: • Graduation from a high school including or supplemented by basic courses in bookkeeping or accounting and three years' experience in bookkeeping or accounting clerical work in an accounting office; or an equivalent combination of education and experience. (Completion of a one- or two-year business course in an accredited community college or business school including or supplemented by basic courses in bookkeeping or accounting may be substituted for two and three years of the required experience respectively.) Licenses/Certifications: • Valid driver's license Preferred Qualifications • Experience in governmental accounting • Familiarity with Munis or other electronic municipal financial management systems • Knowledge of state purchasing procedures • Completion of UNC School of Government’s “Basic Principles of Local Government Purchasing” course
Other Qualifications
• Knowledge of bookkeeping and accounting principles and methods • Understanding of governmental purchasing, grants, and financial reporting • Proficiency in standard office methods and accounting software • Strong written and verbal communication skills • Ability to apply policies, procedures, and regulations • Excellent organizational skills and attention to detail • Ability to form and maintain effective working relationships

Physical Demands & Work Conditions • Frequent sitting, occasional standing, walking, reaching, bending • Occasional lifting/carrying of 11–50 lbs; frequent 10 lbs or less • Frequent pushing/pulling of lighter loads • Requires near, distance, and peripheral vision • Medium work level: exert up to 50 lbs occasionally, up to 20 lbs frequently
Work Schedule Monday through Friday, 8:00 AM – 5:00 PM (lunch break). Some nights or weekends may be required for emergencies.
