The Project Funding Accounting Specialist III is responsible for managing the preparation, entry, and reconciliation of highway letting projects and funding records in TxDOTCONNECT and PSFT. This includes overseeing the setup of both letting and non-letting projects, ensuring compliance with federal and state funding requirements, and maintaining accurate funding records. The role involves monitoring project funding dashboards, addressing any discrepancies, and providing support to TxDOT districts and divisions regarding funding processes. The Specialist also assists with researching Advanced Funding Agreements, coordinating local let projects, and updating procedures to ensure adherence to legal and regulatory standards. This position requires strong attention to detail, excellent analytical skills, and the ability to work independently while meeting deadlines. Employee must have a high level of attention to detail, handle multiple tasks, and strong research & problem-solving skills. Experience with PeopleSoft, Microsoft applications, Tableau and web applications is preferred. The position requires contact with governmental officials, divisions, districts, private entities, and auditors at various levels. Work is performed with minimal supervision and requires a high degree of accountability for the work product.
Essential Duties:
- Oversee the preparation, entry, and monthly reconciliation of highway letting projects from TxDOTCONNECT to PSFT (PeopleSoft), ensuring accuracy and alignment with agreements.
- Manage the creation and monitoring of the Post Let Tableau Dashboard, resolving discrepancies in participating/non-participating items.
- Oversee the setup of non-letting projects, including Emergency Relief efforts, and coordinate revisions with divisions and districts.
- Maintain precise project setups and reconcile funding obligations to federal and local agreements, including Advanced Funding Agreements.
- Ensure accurate setup and reconciliation of funding records for local let projects, covering both federal and non-federal obligations.
- Manage changes to project setups in PSFT, provide timely feedback, and support team members to maintain consistency and accuracy.
- Identify and address letting process issues, respond to inquiries, audits, and legislative matters, and communicate effectively with internal and external stakeholders.
- Develop and update Project Funding procedures to meet federal standards, support special initiatives, and serve as a liaison and subject matter expert across the organization.

Minimum Qualifications:
Education: Bachelor's Degree in Accounting or Business-related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Experience: 2 years accounting, bookkeeping, payroll, auditing experience. (Experience can be satisfied by full time or prorated part time equivalent).
Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.
Preferred Qualifications:
Bachelors degree in Finance, Accounting, Economics, Business Administration, etc. highly preferred.
