About the Department

The City of Modesto is seeking a motivated and detail-oriented Environmental Compliance Technician to provide essential support to our Environmental Compliance Inspectors. This role involves both office and field work, supporting a variety of environmental monitoring and enforcement activities.

The successful candidate will assist with field investigations, collect and prepare environmental samples, record and analyze data, and help prepare technical summaries and reports. This is an excellent opportunity for someone interested in environmental science, fieldwork, and regulatory compliance.

Upcoming Salary Increases and Incentives:
3% effective 7/1/26
25.5% Education Incentive - Bachelor's degree
5% Education Incentive - Master's degree

Position Duties

Essential and other important responsibilities and duties may include, but are not limited to, the following:
 
Essential Functions:
 
Conduct routine tests, studies and field investigations to obtain and analyze data in determining sources and methods for controlling pollutants.
 
Gather, organize, and prepare environmental samples for testing according to prescribed standards; organize and record data and prepare summaries and charts for review and analysis.
 
Maintain accurate notes, records, photographs, and sketches to describe and certify inspection and outcome.
 
Compile and maintain databases of businesses to be inspected.
 
Initiate contact with businesses and members of the public to provide general information regarding the City, department programs, services and compliance responsibilities.
 
Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
 
Marginal Functions:
 
Perform related duties as assigned.

Minimum Qualifications

Knowledge of:

Basic theories of mathematics, biology, and chemistry and environmental sciences.
 
Basic research and statistical methods.
 
Modern office procedures, methods and computer equipment.
 
Basic mathematic principles.
 
Ability to:
 
Learn environmental laws, regulations, and ordinances protecting public health and safety.
 
Learn basic principles of environmental assurance.
 
Learn principles and procedures used in identifying and collecting samples for analysis.

Learn to apply local, State and Federal laws, rules and regulations.
 
Operate a variety of technical equipment and computers.
 
Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.
 
Experience and Training Guidelines:
 
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
 
Experience:
 
One year of experience performing technical support work that involved public contact.
 
Training:
 
Equivalent to an Associate's degree from an accredited college with coursework in biology, chemistry, physics, environmental science or close related field.
 
License or Certificate:
 
Possession of or ability to obtain an appropriate valid California driver's license.

Other Qualifications

Mobility: frequent use of keyboard; frequent sitting for long periods of time; occasional bending or squatting.   Lifting: frequently up to 10 pounds; occasionally up to 75 pounds.   Vision: constant use of overall vision; frequent reading and close-up work; occasional color and depth vision. Dexterity: frequent repetitive motion; frequent writing; frequent grasping, holding, and reaching. Hearing/Talking: frequent hearing and talking, in person and on the phone. Emotional/Psychological: frequent decision-making and concentration; frequent public and/or coworker contact; occasional working alone.   Environmental: frequent exposure to noise.
 
WORKING CONDITIONS:
 
Work is performed in a typical temperature controlled office environment subject to typical office noise and environment. Some positions may be assigned to remote locations. Positions may require occasional overtime or weekend work and travel is rare.
