Reporting to the Clerk of the Legislative Assembly of Nunavut, The Director of Operations and Financial Services (Director) oversees and manages a variety of operational activities and services, including accounting, financial, human resources, procurement, technology, facilities, security and administrative support services for the Members, Independent Officers and staff of the Legislative Assembly. The responsibilities include oversight, planning, organizing and coordinating related activities, and managing projects, as and when required, to achieve objectives and operational requirements within the Legislative Assembly's specific control framework.
Responsibilities
The Director is responsible for providing a variety of operational activities and services including accounting, financial, procurement, technological (information technology and planning services and broadcasting operations on radio, cable and satellite television), human resources, facilities and security management, administrative support for the Office of the Legislative Assembly, the Languages Commissioner, the Chief Electoral Officer and the Representative for Children and Youth, adhering to mandates applicable to each of these distinct organizations. The position also assumes full responsibility and accountability to manage the procurement process from the proposal stage, contract awards, contract development, to allocating payment authority and managing performance of contracts.
Qualifications
The knowledge, skills, and abilities required for this job are usually obtained through a professional accounting designation (CPA/CA) or a recognized master’s degree in economics or business administration. Ten (10) years of experience in administrative support, accounting and financial services is also required along with five (5) years of experience in managerial or supervisory positions. Experience in broadcasting, pension plan management, IT related services and/or procurement is also required. This is a Position of Trust and a satisfactory Criminal Record Check is required.
The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
