Summary of functions:
Constructs and/or repairs Tribal facilities, homes and structures from bare ground through completion.
Essential Duties and Responsibilities:
- For large structures and from prepared drawings, plans, manages, and leads the construction of Tribal facilities.
- For small structures, prepares or facilitates design and siting. Performs construction from bare ground through completion.
- Ensures safety precautions and practices are observed at job site.
- Performs all construction in accordance with accepted codes and standards.
- Develops record drawings for constructed, repaired or renovated facilities, houses or items.
- Constructs items consistent with plans, specifications, drawings or oral descriptions provided by others.
- Assists scheduling and coordinating construction activities and crafts.
- Assists identifying, scheduling, and coordinating the procurement and delivery of materials and supplies.
- Constructs, repairs and/or installs concrete footings, building framework, sheathing, roofing, floors, ceiling, counters, cabinets, benches, partitions, doors, finish work, and similar items.
- Installs related items such as windows, tile, vents, sheathing, blinds, locks and similar items.
- Provides for the ongoing maintenance of Tribal facilities and homes. Tasks include but are not limited to renovation, weatherization, painting, staining, cleaning, caulking, glazing and similar tasks.
- Ensures that Tribal elders and low income households are assisted with home maintenance and minor housing (structure) related emergencies.
- Monitors customer satisfaction of Tribal members and the Reservation facilities staff when accomplishing maintenance tasks.
- Maintains an inventory of tools, equipment and supplies.
- Assists with other construction tasks such as plumbing, electrical, masonry and mechanical.
Additional Functions:
- May operate snow plow equipment clearing Tribal roads and access to Tribal facilities and homes.
- Additional duties as assigned.
Supervision:
- The incumbent directly manages 1-4 Carpenters and Laborers as assigned and carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing and training of employees; planning, assigning, and directing work; and addressing complaints and resolving problems.
Qualifications:
- Minimum of five years of experience at the journeyman carpenter level is required. The experience must demonstrate proficiency in independently constructing a small commercial buildings and/or residential units from bare ground through completion with little or no supervision.
- Experience must demonstrate high proficiency in finish carpentry that includes but is not limited to cabinet, counter, and trim fabrication and installation; sheetrock installation, finish, and texturing; wood preparation and finishing; and similar tasks.
- Successful completion of at least one year in formal carpenter apprenticeship or training program. Demonstrated experience as a journeyman carpenter may substitute for the training.
- Demonstrated job site project management and supervisory experience in the construction of commercial buildings and/or residences.
- Demonstrated ability to initiate and implement assigned construction or maintenance projects and to work independently with little supervision.
- Ability to read, understand and work from plans, drawings, blueprints, specifications, building codes and similar directions.
- Assists with the development of basic plans, drawings and specifications adequate for the construction of specific projects.
- Must be proficient in the use of a wide range of hand and power tools including saws, hammers, drills, sanders, squares, levels, transits, etc.
- Must be proficient in the use of a wide range of fasteners including nails, staples, bolts, rivets, screws, etc.
- Must be proficient in sizing, installing and finishing a wide range of building materials including dimensional lumber, rough lumber, trusses, plywood, OSB, tile, grout, caulk, paint, carpet, insulation, drywall, etc.
Certificates, Licenses, Other Requirements:
- Must qualify for a Level III Tribal Work permit, including successfully passing drug testing and a background investigation.
- Motor vehicle operator’s license and insurance, and insurability under the Tribal vehicle insurance program.
- High school diploma or equivalent is required.
Work Environment:
- This position will require approximately 80% of the time in construction environments and 20% of the time in an office environment reviewing and developing plans and specification. Portions of job require extended periods of heavy lifting and overhead work
- This position requires the ability to bend, stoop, lift, carry and move items weighing up to 80 pounds.
- This position requires moderate levels of local and out of area travel.
- This position requires the ability to safely operate motor vehicles, power tools and equipment.
