About the Department
Functions in the expanded nursing role with duties related to the employee's area of expertise in the practice area supported by the Public Health Department. Current practice areas supported by the Public Health Department are Physical Assessment of Adults, Child Health and Sexually Transmitted Infection. Work is performed in accordance with the North Carolina Nurse Practice Act, North Carolina Pharmacy Act, North Carolina Public Health Nurse dispensing rules, agency regulations, program policies, provider orders and evidence based public health nursing practice. Work requires performing a great variety of duties, responsibilities and coordination of work with others. Employee must have thorough understanding of public health concepts, nursing theory, evidence-based practice, and administrative responsibilities. Interprets and implements public health laws, regulations and policies related to specific programs as they affect individuals, families and population systems, specialized expanded role and administrative guidelines.
Public Health is responsible for preparedness activities in the event of a natural disaster, disease outbreaks, and other threats to the health of the public. This position will be required to participate in preparedness response activities which may include mass vaccination clinics, sheltering and or dispensing medications from the Strategic National Stockpile.
Position Duties
Manages program(s), service area as assigned. Program and service areas are as follows: 1) Care Management which includes Care Management for At-Risk Children and Care Management for High-Risk Pregnancies, 2) Child Health Program includes Childhood Lead Program, Sudden Infant Death Program and Sickle Cell Program, 3) Family Planning Program which includes TANIFF and Title X Compliance, 4) Maternal Health Program, 5) Communicable Disease Program which includes Vaccine Preventable Disease, Employee Health, Tuberculosis Control, Epidemiology, and Refugee Health, 6) Sexually Transmitted Infection Program, 7) Electronic Health Information which includes Electronic Health Record Development and Support, Health Information Exchange, and Centers for Medicaid and Medicare Incentive Programs, and 8) Breast and Cervical Cancer Control which includes Abnormal Pap smear follow-up and colposcopy services.
The duties of this position include, but are not limited to:
Plans and oversees the work of others. Delegates and coordinates work assignments. Provides supportive counseling and supervision of Public Health Nurses, Medical Office and Clinical Assistants.
Assures compliance with rules, regulations, guidance related to assigned program and service area.
Evaluates competency of staff.
Conducts performance appraisals on assigned staff under direction of Public Health Nursing Supervisor.
Collaborates with clinical leaders and peers to provide population management in various programs.
Promotes a culture of quality improvement focused on quality/ effectiveness of service delivery. Initiates quality improvement activities in assigned program and service area(s) to assure access, efficiency and measure effectiveness of care.
Obtains client assessment, including family history, medical history, interval history, nutritional history, psychosocial history, health literacy and current status.
Assists supervisor in determining staffing and resource needs.
Collaborates with other community professionals to devise strategies to meet program goals.
Coordinates and provides community education and outreach, functioning independently outside of the department.
Maintains awareness of health trends and practices that are pertinent to populations served and participates in strategic planning.
Provides staff education and training, including orientation for new staff and students.
Dispenses medications according to the North Carolina Pharmacy Act / North Carolina Public Health Nurse dispensing rules.
Administers vaccines according to department standing orders, policy and procedures.
Maintains medical records per EHR Policy.
Follows OSHA and HIPAA policy, standards and guidelines.
Complies with North Carolina Nurse Practice Act.
Assists with coordination and or oversees specific operations related to preparedness response drills and activities including disaster sheltering.
Completes home-visits, clinic visits and or phone visits as needed or assigned with appropriate assessment, education, referral and follow-up.
Maintains accurate medical records by recording all provision of care and, communication regarding care accurately and timely in the appropriate format.
Minimum Qualifications
MINIMUM QUALIFICATIONS
Education and Experience:
Graduation from a school of professional nursing and two (2) years of professional full time nursing experience including one (1) year of Public Health nursing experience.
Licenses or Certifications:
Licensed to practice as a Registered Nurse in North Carolina by the North Carolina Board of Nursing
Must have a valid Driver’s License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.
Basic Life Support-CPR
Special Requirements:
Individuals employed in a local Health Department without a BSN Degree which includes a Public Health Nursing rotation or a master’s in public health, are required to successfully complete the North Carolina Credentialed Public Health course within eighteen (18) months employment as a condition of continued employment to meet requirement described in administrative code 10A NCAC 46. 0301.
In order to perform work in this role, within (30) thirty days of employment you must provide immunization records, provide proof of immunity, or receive/start the required vaccination series, as applicable, along with complying with any necessary screenings, as required by the Union County Division of Public Health and its Healthcare Personnel Immunization and Tuberculosis Screening Policy, in accordance with applicable law.
This position may be subject to a fingerprint background check. Per NC General Statute 153A-94.2(b), applicants for a position of employment required to work with children in any capacity will be required to electronically submit fingerprints to the NC State Bureau of Investigation for a state and national criminal history record.
PREFERRED QUALIFICATIONS
Education and Experience:
Bachelor’s degree in Nursing which includes a Public Health Nursing rotation and two (2) years of Public Health and leadership/supervisory nursing experience.

PHYSICAL DEMANDS
Must be physically able to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions including computers, stethoscope, hemostat, portable scales, emergency cart, telephones, etc. Must be able to exert up to 50 pounds of force occasionally, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Light Work. Light Work usually requires walking or standing to a significant degree.
