Los Angeles County Office of Education (LACOE), Head Start and Early Learning Division (HSEL), is seeking qualified individuals to apply for the position of Head Start Program Assessment Consultant

The Head Start Program Assessment Consultant conducts classroom and teacher-child assessments; provides technical expertise, consulting, and data analysis for professional development and coaching of internal and external staff; and offers training on research-based assessment tools, children’s early learning and development, pregnancy and parenting, and curricula to the LACOE HSEL division and delegate agencies.

The Well Qualified Candidate Will Possess the Following

Knowledge:
  • Methods used to assess and evaluate the quality of early learning interactions and environments
  • Applicable local, state, and federal regulations
  • Early learning programs such as Head Start Preschool, Early Head Start, California State Preschool Program, General Child Care and Development Programs, and Quality Rating and Improvement Systems
  • Child development with an emphasis on social, emotional, cognitive, physical, and dual language development of children from infancy through age five
  • Staff development and in-service methods and techniques
  • Early learning and parenting curricula
  • Parenting skills and family environments
  • Qualitative and quantitative data collection techniques
  • Microsoft Office Word, Excel, PowerPoint, and other Microsoft Office applications
  • Training techniques supportive of adult learners
  • Keeping confidentiality of records

Required Education and Experience
Education: A master’s degree with major coursework in child development, early education, education, educational psychology, or other fields closely related to the job requirements of this classification from an institution of higher learning recognized by the Council for Higher Education Accreditation. A minimum of 40 hours of training on topics related to early learning and development such as: CLASS certification, Environmental Rating Scales, prenatal development, parenting, children’s development, children’s literacy and social-emotional development, Creative Curriculum or other education curricula, and DRDP. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing.

Experience: Four years of child development experience in a multi-disciplinary setting, including at least two years of experience in administrating or coordinating comprehensive child development programs or departments in a Head Start program, or similar early childhood education agency. Two years of experience assessing quality in early learning settings using research-based assessment tools (e.g., Classroom Assessment Scoring Assessment System).

Additional Requirements: Certification as a Teachstone CLASS™ reliable observer for preschool, infant, or toddler tools within the past 12 months is required. If certification has expired, recertification must occur within the first 6 months of hire, as the position is contingent upon these certifications. Certification as a Teachstone CLASS™ trainer for preschool, infant, or toddler tools is highly desired. A valid California driver’s license, proof of insurability, and access to private transportation or the ability to provide transportation between job sites is required.

Selection and promotion are based on a competitive examination process. Candidates who pass all exam parts are ranked according to overall exam score and placed on an eligibility (hiring) list. Vacant positions are filled from the top three ranks. Eligibility lasts for 12 months; however, additional recruitment may occur under a separate bulletin with additional candidates being merged onto the eligibility list. Some positions that involve public contact may require bilingual proficiency for which selective certification may apply (Education Code 45277.5). In addition, the eligibility list resulting from this examination may be used to fill vacancies in related job classifications for which no eligibility list exists (Education Code 45272). Veterans' Credit may be awarded for entry jobs.
